Look in google for the definition off "confiscated".

You should understand that not every citizen in Los Santos is aware of all the standards of the SAPD.

According to Mr.Mike who gave the said the BLS,He said that Mr.Collins lost serious amount of blood which make it a serious injury
Why didn't check the suspect if he needs Medical care before transporting him to the department?

I did not do it because there were no heavily bleeding. ((He did not RP that but only complained in the roleplay about a few scratches)) I was as well told by my supervisor to hurry up the arrest.

Good evening.

I am here to clarify a few details mentioned since my first official statement given into this report. The cadet has stipulated that I told him to hurry up with the arrest throughout the entire situation. This is not the case at all. I only wanted the cadet to hurry up getting our prisoner into the cruiser towards LSPD so I could deal with the complaint I had received as stated in my previous statement. My instructions were not repeated when I arrived at Pershing Sq to deal with the foresaid complaint I had received. My instructions were communicated through Teamspeak to stop messing around with the prisoner at GS9 so I can deal with this complaint at Pershing Sq. At no time since I arrived to deal with the said complaint did I instruct this cadet to hurry up with the prisoner processing.

Any further questions, don't hesitate to contact me.

(( He did not roleplaying that his bleeding was heavily, I need to take orders from Steven no matter if they were related to the roleplay or not. So him presenting that he only told me to "stop messing around only once" is quite wrong, as I did not mess around, but was processing and securing the suspect. Now like I said, he did not RP bleeding heavily, he RPed that he was bleeding, but no severe bleedings. If this was done, then I believe Steven wouldn't have told me to "stop messing around with the suspect" or "hurry up and jail him so we can solve this other situation" either. Then he would probably have noticed that it was serious. So me showing negligence on duty is wrong to say as I was only following my superior's orders.

Steven Kolta was as well honking at me at the Gas Station 9 to hurry up, he honked once before he told me to speed it up. I am not blaming Steven, but the poor roleplay from the suspect failing to give details. I even reported in the radio for EMS. ))

Also,The case is not "Bleeding heavily"...He was bleeding which is no matter heavily or not,it's your responsibility to provide medical assistance once the civilian in custody.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the January the 12th  2016, at 20:31CET a report was submitted by Martin Collins as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- John Collin

The summary and conclusion of the report has now been decided and will be released to the public.

-- As far as the allegation of the unlawful confiscation of personal items goes, the measures taken were purely to protect the interests of both parties, therefore it cannot be in violation of the constitution. A clarification from the court's end would be needed to prevent such cases in the future.
-- For the second allegation of negligence of duty, it is clear that the Cadet's intentions are taken out of context. It is apparent that a misunderstanding ignited this confusion. In addition, Emergency Medical Services were contacted. However, as it is a misunderstanding, the Cadet cannot be held accountable fully, due to the factor of inexperience. Therefore, a heads-up will be given to prevent such cases.

-- In conclusion,Cadet Steven McGarrett found not guilty as he still with cadet phase and hereby the case is closed.

If the verdict of this report seems unfair to anyone, you can report this to Police Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
