Creating an account for my brother

Hello. My name on GTA:IV Multiplayer is iony123 and I want to play with my brother in GTA:IV Multiplayer but i cant register him. My username appears on the screen  although i never logged in on that computer.I was told to contact any manager. Any help would be greatly appreciated. Thanks
