Comparing ranks

To avoid confusion, I'm quoting some questions and answers given in a different topic.
This quote basically outlines who outranks who, within the SAPD at any rate.

I'm just looking for yes/no answers, perhaps with a little explanation here 

1. Do SAPD Officers technically outrank ARPD Officers?

2. If yes, does this mean they can give them orders?

yes

3. Do SAPD Senior Officers outrank ARPD Officers?

yes

4. If yes, does this mean they can give them orders?

5. Do FBI Agents outrank ARPD Officers?

6. Does this mean they can give them orders?

This has always interested me. If I could have the answers to these, then I could maybe start some kind of diagram showing the FBI/SAPD/ARPD together, so new Officers know where they stand.
Later I would add higher ranks too 
Only looking for straight answers, I don't like possibly's and maybe's.

While the answers are straight, unfortunately they do not take in account that this is valid only within the boundaries of role play. With the sometimes questionable attitude of several players, the line between an order and non-rp behaviour is hard to tell and has to be judged by the present players.

RP order : I am FBI Agent, we need this criminal for a federal case
Non-RP order: I am FBI, freecops GTFO

RP order: Take the suspect in for investigation
Non-RP order: Leave him alone you don't know how to play cop.

In situations like where the FBI can interrupt, they can outrank SAPD Officers yes, and give them RP orders, as Gandalf quoted in his post.

Thats seriously bullshit. Asslicker Nexxt will obviously lick Gandalf. He is wrong here, FBI never had rank advantage over SAPD. CBFasi and Hank taught us that. Most of people will be probably afraid to disagree with Gandalf, but he is not right. And im sure if Gandalf didnt give those answers, and CBF would say FBI does not overrank SAPD, Nexxt and some others would agree with CBF, to look like experienced. B-u-l-l-s-h-i-t!

  It's just an RP thing, like in movies, FBI have more training for some scenarios, so will outrank cops. Makes more sense to let those who know what they are doing take charge.

  Don't even see what the big deal is. SAPD and FBI share common goals, there are extremely rare occurrences where FBI would need to pull rank on SAPD anyway.



Also, if any FBI or SAPD, any rank, tried to order my character to do something that I disagreed upon, with my characters mixed up morale compass, I wouldn't do it anyway. And this is very rare, cause our goals do not conflict so often.
