Let's brigin back the recruit rank it was much more usefull and the departments were much more active

It wasn't useful at all .. the current system is way better due to more professionalism in the force, instead of having a lot of random people inside the department.
If you want to become a part of the SAPD, than work hard for it. Put a lot of effort in the patrol and the reports that come afterwards. The SAPD needs the best of the best.
Quality over quantity.

If the ''recruit'' rank would come back, there would be a problem with the cadets. Because, what will be the system? Recruit > Cadet > Officer? No, it would be a bad option as Recruit is practically the same as applicant, it’s just a bit more fancy, that’s all. Adding such rank will only make a difference between applicants, which is unfair.
Every single applicant is under review of the SAPD command and will be judged on the their experience and potential. If you are not suitable according to the SAPD command, than try to improve. Learn from your mistakes and get better in whatever the command staff is seeing as a problem.

The ''recruit'' rank used to be a part of the sheriff’s, I believe. The rank gained access to certain boards and gave advantage to those who had the rank of forum. though IG you are still an ARPD officer. Be patient and wait until the SAPD Command judges your application, and then you'll have the same result, only with a larger amount of time and work. Work for your goals.

You have to work hard to achieve something. I had to work almost an entire year to reach the Senior Officer position, but after looking behind my back, thank God they haven't promoted me earlyer, because I wasn't good at the basics at all. Sometimes you need to face your own problems to be able to solve them. Bringing in somekind of ''recruit'' rank will not improve anything. Not activity, nor quality. The current system is fine, Keep it that way.
The current SAPD seems professional and well-organised from the outside.

After couple months of break from SA:MP the SAPD command refused to re-instate me as an officer. Even tho I was working hard before as an Ltn. and I haven't left in any rage-quit or any resignation wave. At first I was kinda angry about their decision, but after passing the recruitment process with all the academy and so on i realized one very important thing, even regarding real life:
If you really try hard to get something, if you waiting your time to get it, you will never let it go. To make it simple: If your way to gain accest to simple L.S.P.D. board took you a while it will be hard for you just to leave- no matter what.

Same thing happens here. If they will make recruit rank back it will mean easy access for everybody, it will cause less people actually working hard to gain officer rank. Recruit rank makes an "=" sign between SAPD Officer and ARPD recruit.

Other thing against the idea is easy leaks from department boards, especially that some officers are gathering important crime organizations and investigations information there, with evidences and database included. - Also good to see this supported by SAPD command(more RP way).
If bad guy throws a rock on you, don't throw it back- it will change you into criminal as well.

No need for recruits. The only thing you would have it's a desk. Which can be done in your application by posting patrol reports. I liked the system, but it was a different structures, from my eyes, than the current one. Remember, the applicants aren't obligated to stick around to Los Santos, although it's the most populated town, so the activity of the departments wouldn't change much.

Not everyone was able to be a recruit if you remember, the department leaders weren't that soft on that. It would be more of a ARPD Recruit = SAPD Cadet, which basically happens nowadays with all the open trainings for everyone, and new regulations.

The priorities to see the boards could be changed, that's not a big problem.

Feel free to redirect further questions to the topic that Roske stated. As previously stated, development of the SAPD has ceased until RS5 has been released, only quick fixes will be applied if completely necessary and other changes/suggestions that aren't vital to the SAPD will be banked until any further notice.
