The officer's name is "Lrrutu", not "irrutu".

There is no evidence of Lrrutu/lrruto doing any heroin order while on duty. He could easly ask you about those spots and go off duty.
Therfore there is nothing substantional in those evidence and this report bases on 0.

As well when you report, you should be careful, because its kind of obvious how your friend Viktor jailed you for 15 seconds.
Warn him to don't repeat it or he will be handled in a different way.
