The following picture is of the crime scene. The Red is the "darkened Line" I spoke about, The blue is the police officers standing ground, the black is Dylan, Mobius, and i, and the green is our cars. It's drawn out of scale due to the fact of I used Conky's Screen for quicker response. The fact is that Dylan, Mobius, Matrixbob, Maskkane, and I can all say that that's where we were. We showed the set up to Maskkane and Teddy as well. I can sincerely swear I did not tamper with the placement of these "objects" in the picture.

The cars against the wall was a White Cheetah, and a white/blue bullet. The car away from the wall is a red or maroon alpha. The order, from left to right, of the people is Me, Mobius, and Dylan.

I would like to say that the placement of the vehicles and people is not relevant to the investigation. I have been reported for denying lawyers the right to be present.

If it was not relevant to this investigation, you should not have brought it up in the first place. I am showing that you have been giving incorrect evidence.

You were standing where I said you were.

This is false, once again, you have provided false information. As I drew to the picture, we were clearly closer to the Car Wash than the heroin spot.

In order to progress this report it would be a good idea to get other statements from the witnesses (Dylan and Mobius).

We also need to see a statement from the other accused, Officer Mac_Oflagan.

Dylan has already given his statement previously. I will speak with Mobius to inform him that his statement is needed, as well as Mac's.

Howdy,

I'm Lieutenant Sangelo and I will be taking care of this report. Allow me some time to review the case although in the meantime, could the reporter please post clear reasons for the report on the two officers as there are many conflicting statements within this thread.

As you may already know, I was also a witness of this event. I got nothing else than was has already been said by the other two witnesses. I was by the carwash with Alex_Rivosecchi when a cruiser stopped, with two cops coming out of it (Conky & Mac) instantly telling us to put our hands in our head, not even asking anything out, all I heard was "Put your f**king hands up!" (That should be it, I aint sure). Alex had crashed, and couldnt make it back until a long time after it. Travis and Dylan came up, and it was just about time Travis called 911 as a last resort to try and counter the abusive treatment we were beeing given by the officers. As of that, he got suspected for joke-calling 911, when he was very clear in what he did, even if you cant call the emergency line on those who respond to it, this matter was of untolerable conditions. As Travis was dispatched to the station, we followed the cruiser, and I havent seen anything wrong with our driving, except for that ARPD officer who's name I dont remmember, who decided to ram us as much as he could to get our attention, with senceless claims which got him bored to the point he left. While in the station, Dylan and I represented Travis as his lawyers, yet we were forced to move out of the investigation room, leading to our suspection, for not complying with the officers. As of that, we werent read our miranda rights, but as we sat down in the investigation table, everybody started speaking, those given the right to, and those who werent given it. During this period, the FBI came up, and quickly took over the case, which lead to the failure to comply, oddly, by these two officers. Proof was given, the case was way to clear to make any statement against it, so Travis charges were dropped. Officer Conky's & Mac's attitude towards us were not of any other regular officer would ever dare to attempt. Thats all I have to say for now.

The following are towards Conky
Abusing the command "/su"
I was abused by the officer named Conky, while trying to report a crime. As being profiled is against laws and seems to be against the constitution, I called in a law break. I believe officer or not, he should have had had cops called on him. Civilian or an officer, I will call the police on a law breaker, in which I did. I also clearly requested FBI assistance, they showed up at the LSPD investigation.

Quote
abusing suspects right for a lawyer.
When we got to LSPD, my lawyers had followed me to LSPD. They had been reportedly "Ramming" the officers, yet it was an ARPD officer on a bike. When we got there, to LSPD, my lawyers were refused multiple times. I told them that my Miranda rights give me my rights to my attorneys. They then started cussing at the lawyers to sit the "F**k" down in the lobby. The officers and I walked in to the investigation room and my lawyers followed. They were suspected for no reasoning, in which was another sign of abuse. The officers then decided to follow my rights and let them stay with an unsuspecting.

The following are towards Mac Oflagan
Quote
Using Abusive words towards civilians and FBI
When the investigation started the FBI, in which I called, showed up to LSPD. They were there to spectate, until the agent had a question. That led into a heated argument as to why the FBI was there. During this argument, curse words were thrown around towards FBI agents. Mac was one of the people who started the argument towards the agents. We also tried to talk toward the officers, yet they cursed at my lawyers as well.

Quote
avoiding a suspects investigation rights
The above report towards Conky applies for Mac Oflagan here. They both refused my lawyers to enter the room with me.

Quote
Enforcing Miranda rights wrongly.
During the car ride to LSPD, we seemed to have taken a "detour", if you will. We drove around Glen Park/Jefferson area and it seemed like they were stalling. I then spoke and asked where we were headed. Then Mac, the driver, said "Shut up" and then reminded me that I agreed to my rights to remain silent. I told him that I knew I was talking. He then stated that I forfeit my rights by speaking. I then reminded him on the Miranda rights... "anything you say can and will be used against you in the court of law." I then said that if I spoke, he can choose to use it against me if he wishes.

Even if the ARPD does not have to read the Miranda rights, then they should at least support it right and not incorrectly.

San Andreas Police Department
02/06/2013

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the 28th of May, 2013, at 05:11 HOURS a report was submitted by Travis as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Lieutenant Mike Sangelo

The summary and conclusion of the report has now been decided and will be released to the public.

Conky - Reported for abusing the /su command, denying rights for a lawyer: While the phone call reporting the Officer's to 911 could be considered valid, in your case it was not as you were not reporting an emergency, nor needed assistance at that time as you were taken care of once at LSPD alongside multiple FBI Agents. As for denying your rights to a lawyer, you did have lawyers in the end which resulted in their unsuspections further on so that claim is no longer legitimate. However, lawyers should never be suspected unless they were failing to comply with the orders given by the Officer's at that time which were not presented in this case. During processing, for things such as frisking, Lawyer's are not needed in the investigation room anyway.

Mac Oflagan - Reported for using abusive words towards citizens, refusing lawyers, and enforcing miranda rights wrongly - Abusive words towards citizens does indeed violate ARPD rule #3 which states that Officer's need to maintain their politeness when dealing with a suspect. Just as with Conky, lawyers were presented in the end and were eventually unsuspected so that claim can no longer be punished as we don't have objective sides that state compliance with the Officer's which could make those original suspections valid or not. Enforcing miranda rights wrongly, from my view, it seems like miscommunication and a non-punishable claim as he was just restating rights that you did not wish to follow, which is of course, optional.

-- In conclusion, no action will be taken against ARPD Officer Conky other than be advised to stay respectful towards the people you encounter, aswell as to keep your cool throughout an investigation. ARPD Officer Mac Oflagan will be warned for violating ARPD rule #3 for the non-respective remarks made towards those involved.

If the verdict of this report seems unfair to anyone, you can report this to me or to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.

Signed,
Lieutenant Mike Sangelo
