Description of events:
So, i was going to work (Mechanic) and heading on GS17 at Mullholand when [WS]Derek_Wallace pulled me over, he claimed that i was speeding and driving on the wrong lane wich is true.
I didn't attempt to evade or anything at that moment and i pulled my vehicle (bike NRG) on the road.
[WS]Derek_Wallace came out from his cruiser and asked for my license etc.
I told him that i couldn't carry my license and passport on my pants while driving on a bike, becouse i was afraid to drop them off and loose them.
Then [WS]Derek_Wallace pulled out a M4....and said to me that i am under arrest.
He basically acted to me like i was murder or something.
Then [WS]Peter came for backup's i guess, i can't really imagine why he would need backups while i was UnArmed and i was NOT threating anyone but anyway.
They both unholstered their weapons, [WS]Derek_Wallace was carrying a M4 and [WS]Peter a Desert Eagle or Glock as they called.
They both aimed me and shouted to me to get off my bike....the wierd thing is that i was still a ''CIVILIAN'' i don't get it why the treat me like that...
I wasn't murder or anything i just forgot my license to my house.
I was about to get off my bike but i couldn't do that becouse [WS]Derek_Wallace was blocking the ''way'' so i couldn't get off.
I told them that i need some space to get off and i need to feel comfortable there is no need to point the M4 on my face, since i am not a crimminal.
Then a guy camed in named Ben_Sullivan and asked what's going on.
[WS]Derek_Wallace was talking to him and asked him to leave...
That moment was my best chance to escape from those two maniacs becouse i felt like i did a murder or something they acted to me like a terrorist, so i basically thought that i can't just go with them, i felt that my life was in danger with them.
So i turned on my engine and attempted to escape from those two maniacs.

- Moreover [WS]Derek_Wallace was kinda provoking me to keep running by saying to me ''You can't escape from SAPD with an NRG etc.''

So i basically moved at SF to get a plane and go at LV safety and ask for LVPD to investigate me but it was empty so i moved back to LS and search for some ''good officers'' i noticed that nobody was willing to help me so i did what [WS]Derek_Wallace and his partner asked me to...wich was to land my plane.
So, i was driving back to Los Santos Airport and attempting to land my plane but i realized that i couldn't do that becouse i am not even a pilot and my attempt to give up and surrunded could be my death.
So, i saw the parachute on the back seat of my plane and i thought that if i jump off with my parachute i could have more chances to survive that attempting to land it off.
So i did jumped off and landed on a roof.
[WS]Derek_Wallace saw me on the roof and told me to wait.
I still had my parachute on my back and i could jump off safely on the ground so i tried it.
I safely landed on the road.
I was waiting for the police to pick me up and they didn't.
I found an empty car front of me (state one) and i took it, while i was driving on the LS Airport Gate's, police saw me on a vehicle (Slow One), and start shooting me with an M4....i was panic they were keep shooting me like maniac's while i was still ''civilian'' and unarmed AND on a SLOW vehicle!
They blow up my vehicle in LSAP, i came out from the flames of my vehicle and did not resist.
I asked them why are they keep shooting me....while i was still civilian.
No logical answer.
I wanted the damn answer but nobady gave it to me...
They started to spray me and beat me up as a civilian.....and while i had 2 HP they /su me and then they killed me.
They gave me 1,5 Minutes to give up and then they killed me...
So yeah basically their treatment was kinda bad don't you think?

I am the Cadet that you have reported. I will explain the situation step by step.
I pulled you over because you were speeding and driving on the wrong lane of the road, as you have stated, is true.
I asked for your license/ID/registration. You refused to give me, after that, finding an reason "I couldn't carry them on my pants" . Firstly, you have refused,then found a fake reason.
Yes, I called for backups when I saw that you aren't gonna cooperate with us. The backup ,Peter arrived. You say that you were unarmed, I couldn't know that because I haven't frisked you, so you could wear a gun, or take one from your NRG's boot. We tried to place you under arrest, so you could ask for an investigation.But no, you decided to escape, which made your crime VALID

You were saying in chat " I am one more step ahead of you" and things. So, I answered.
After you took the plane ,I and Peter headed to LVAP to take one too, we also contacted AirDiv which was available and was getting equipped.
We tried to contact you on your Pilot radio, we identified ourselves and after a few minutes, you have answered and told us you are gonna surrender. We landed at LSAP, headed to LSPD to take a crusier and arrest you. You tried to escape after you said that you are gonna surrender. Actually, after 4 warnings to pull over, I popped your tires, never shooted your car in sense of exploding it. Then you hitted an mini-pole that are placed all over the LSAP , so your car exploded.You were next to a Shamal, so you tried to evade but we placed our car right infront of it, so you got out of the plane too. After more than 7 warnings from me and Peter, you weren't surrendering. So I came in with my baton. Hitted you several times, asked for more than 6 TIMES to surrender. No answer .

And about the thing that we were following you when you were still a civilian, we got orders to suspect people only when they are in custody or when they are shooting.

1st- You provoked me first remember?
2nd- I did said that i am going to give up at LSAP, but you didn't even gave me a chance to GIVE UP you start SHOOTING on me with an M4 on a slow vehicle, what i was supposed to do? stand there and wait for you to shot my brain out?
3rd-I searched front of you my pockets and my jacket and i found only a PHONE nothing else so i don't get it, why you need to frisk me? if i frisked myself for you...
4rd- I admit that my action to evade was a mistaken action but i felt in danger with you and your partner aiming with an M4, so i searched for another officer to ''protect'' me.

We both know that your and your partner actions was kinda over taken for a civilian that forgot his license on his home don't you think?
You both acted like i was murder or something, by aiming me on a damn traffic stop with an M4 becouse i forgot my LICENSE......!!!!!!

Let's clarify the situation.
1- When did I provoked you?
2- That's not true, and you know it. We gave you several warnings before trying to DISABLE your vehicle, just the tires, but you entered that pole and it was f**ked up.
3- We were going to take you to the PD ,identify yourself in our database and then you were free to leave, but no. You have choosen the hard way.
4-You could call 911 and call for another officers, there were plenty of them, I was aiming at you because there were civilians near us , since the event happend in-front of LSCH, you also could shoot the civilians, so we tried to "disable" that option.

Why should i follow you in the LSPD while you are threathing my life to get off the bike for such a stupid reason!!!!

I am sergeant Valdes of the San Andreas Police Department and I will be handling this complaint. From what I can see here, your character has already died which denies the roleplay nature of such report. Additionally, the evidence provided here was not gathered using roleplay means. Unfortunately, this gives little to no hope that this report is continued. However, I can still guarantee that some action might be taken in the future, if it turns out that the behaviour of the officers exceeds the limits.

For now, I'd like to ask everyone involved in this complaint to refrain from posting unless prompted to. As far as it concerns the two officers, Wallace and Peter, please contact me in-game as soon as possible.

That doesn't give you the authority to aim a civilian for such a stupid reason as for forgeting his license in his house!

I see, although that needs to be clarified in the original post. However, as I previously said, your character has already died which completely obliterates the fact that this complaint is based off roleplay means. All in all, I will ask you to reply once needed. For now, please refrain from posting.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the 6th of July, at 18:21 a report was submitted by Anonymous as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Sergeant Lionel Valdes

The summary and conclusion of the report has now been decided and will be released to the public.

-- The nature of the complaint nullifies the concept of roleplay, and ergo cancels its own validity. ))

-- In conclusion, no action is to be taken against the two officers.

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
