Amal will not be denied from VCPD based off of his criminal past, but it will make his progression through the process much slower since we do need to verify that he is playing for the VCPD and not just to gain an upper hand.

There have been examples in the past where people join the official police department to feed information to their own gang members about chatter that's going around, as well as to help his said gang members as a cop, either to escape or to kill enemy gang members.
