I. Definitions

1) A freelance member of the police force, also referred to as ARPD Officer or Freecop are part-time law enforcers that are subject to the general police and server rules, but are only required to follow the LSPD Chain of Command to an extent set by the server management, and are not required to commit to LSPD related requirements. However, these officers are not entitled to memebership in LSPD subdivisions, financial and otherwise bonuses and other perks that LSPD membership grants.

2) A member of the Los Santos Police Department (general acceptable term to be used further in this document - LSPD Officer (regardless of rank)) is an official member of the Los Santos Police Department, and therefore an officially recognized law enforcer of the State of Los Santos. These officers are required to follow the Los Santos Police Department's Code of Conduct, the Officer's Handbooks and other decrees and documentation enforced by the department, as well as adhere to its Chain of Command. In return, these officers are entitled to division membership, access to specialized equipment, financial bonuses and other perks otherwise unavailable.


II. General Community Requirements for an LSPD Officer


1) Every member of the Los Santos Police Department is representative of the official police force of the state of Los Santos, and therefore is required to act accordingly

2) An LSPD Officer is expected to set an example of behavior, attitude, civility and roleplay for the rest of the community. This is not limited to only roleplay interactions, but a community wide conduct, too. Acts that compromise the public image of the LSPD are prohibited.

   2.1) An LSPD Officer must always be well-behaved and tolerant to other players. If a situation arises over-which a possible argument might ensue, it must be kept out of public chat and instead should be dealt with according to the server rules (by contacting an administrator).

   2.2) Provoking of other parties involved in scenarios is strictly prohibited. Let the administrators or your superiors deal with them.

   2.3) Internal disagreements must be kept in internal channels and let to be dealt with by the competent parties (eg. Senior Staff).

   2.4) An LSPD Officer must not give in to and respond to provocations from other players, and must deal with them according to the server rules (reporting to them to administration).

3) An LSPD Officer must always adhere to server rules.


III. Department Requirements for an LSPD Officer


1) An LSPD Officer requires to have a desk set up at the appropriate forum subsection.

2) An LSPD Officer is expected to show reasonable levels of activity in-game, Discord, and in the forums.

   2.1) If an officer is unable to maintain activity for a pro-longed period of time, they must inform their superiors in their desk or through other channels if not possible.

3) An LSPD Officer is required to spend a reasonable amount of time on duty.

4) An LSPD Officer is required to follow all LSPD relevant documentation when on duty.

5) An LSPD Officer is required to be able to justify every display of authority in accordance with the laws of Los Santos.

6) An LSPD Officer is required to follow the Laws of Los Santos, Police Code of Conduct, the Officer's Handbooks and other documentation enforced by the Los Santos Police Department.


IV. Duties of an LSPD Officer


1) An LSPD Officer must serve and protect the public of the City of Los Santos, as well as enforce its laws.

2) An LSPD Officer must ensure traffic safety in the streets of Los Santos.

3) An LSPD Officer must do all in their power to conserve the equipment provided. This means that vehicles that are no longer in use must be repaired at the police station and parked at the precinct appropriately.

   3.1) It is strictly prohibited to abandon functional police vehicles.

4) An LSPD Officer must always show professionalism and respect above all.


V. Patrol Regulations


1) An LSPD Officer must drive at a reasonable speed, adhere to the city's speed limits unless on lights and sirens response.

2) An LSPD Officer must respond to backup calls and give priority to Code 30 (Officer in danger). Not responding to backup calls without a valid reason is a punishable offense.

3) An LSPD Officer must only use vehicles with lights and sirens equipped that are painted with the police insignia when on patrol. It is not allowed to patrol in civilian vehicles unless authorized otherwise.


VI. Emergency Response


1) Code 30 is a priority situation. All LSPD Officers are required to drop whatever activities they are engaged in during the mentioned situations and respond immediately.

2) When in pursuit or responding to a situation, an LSPD Officer must have lights and sirens on at all times.


VII. Radio Communication


1) There shall be no chit-chat or unprofessional attitude in the police radio. The police radio is solely for police communication only.

2) The radio operator (such as passenger in a police vehicle) must report details about the criminal(s) (e.g. where are they heading to, their car, how many, are they armed, etc).

3) An LSPD Officer is required to stay professional on the police radio at all times and use it as much as possible.


VIII. Use of Force


1) An LSPD Officer is not allowed to discharge his weapon in public without a proper reason.

2) An LSPD Officer is not allowed to display weapons in plain sight unless in a high-risk situation or being threatened.

3) An LSPD Officer is allowed to open fire immediately if his, other officers or citizens lives are in imminent danger.

    3.1) An LSPD Officer must make sure not to injure or otherwise place in danger officer/citizen lives with the use of their firearms.

4) An LSPD Officer must not open fire on a standing still suspect under any circumstance.

5) An LSPD Officer must warn the suspect ten seconds before using non-lethal force (taser) on a suspect who is unarmed or not fleeing. This is nullified if the suspect has shown any kind of threat.

6) An LSPD Officer might only use taser or other non-lethal weapons against the suspect if they are actively resisting arrest or evading on foot. It's not allowed to be used against standing still suspects who are complying.

7) An LSPD Officer is not allowed to use his weapons against innocent citizens.

8) An LSPD Officer is not allowed to use his weapons against fellow officers.

9) An LSPD Officer is allowed to open fire on a suspect evading in a vehicle without a warning. However, once the suspect is on foot and not threatening an officer, regulation No. 5 must be followed.
10) LSPD Officers are only allowed to use their standard duty gear unless authorized otherwise be a senior on duty.

11) Specialized equipment handed over to an LSPD Officer during a situation must be handed back in at the police department when no longer required.

12) LSPD Officers shall not use tazer against suspects who are actively fighting back in armed combat (to adhere to roleplay standards)


IX. Criminal Procedures


1) An LSPD Officer must restrain/cuff suspects that surrender, before proceeding with jailing.

2).An LSPD Officer must be respectful towards criminals in custody.

3) An LSPD Officer mustn't abuse the suspection command. Crimes the suspect is charged with must be valid and there should be a reasonable cause for the suspection.

4) An LSPD Officer is allowed to fine an insubordinate driver with a fine that is no more than 2000 ARD. If the driving offense is serious enough, the officer is entitled to arrest the driver.

5) An LSPD Officer must provide the suspect with a fair chance to surrender. Suspect must be warned ten seconds before opening fire. This procedure is to be voided if the suspect opens fire.

6) An LSPD Officer must provide the suspect with a fair investigation if he has requested one. Only suspects that have surrendered are entitled to an investigation. If the suspect has opened fire towards the officers or have tried evading custody, their right to be investigated is voided.
