WBPD/OBPD Chief(Washington Beach/Ocean Beach PD)
LHPD Chief (Lil' Havana PD)
DTPD Chief (Downtown PD)
VPPD Chief (Vice Point PD)
I think it would be good.

Vice city is such a small, that isnt normal if there is 4 chiefs on Vice City.

i agree vice city is small and there would be a mistake to waste man power on that.
