i'm not sure if i can do this, but due to me, decy and hank being somewhat in command due to luca leaving, i think that FBI should be open to SAPD, as an extension.
i think it was pretty wrong for chief luca to exclude them, as they are elite RPers who deserve to be in ARPD.
