If I get this right, we have to keep our criminal role whole week and our SAPD and SWAT Rank will be removed? Or are we able to switch between criminal and police?

If you choose to switch as criminal you will have your ranks removed for 1 week till the events ends and you will be experted to do criminal stuff..

btw are we allowed to go on jobs other than cops? ie medic,driver hooker and so on apart from criminals this week?

The role reversal specifically restricts criminal and police type role play. For anything else, you're free to act without restriction.
