SAPD Upper Command have decided on a new Official SAPD CB, the channel number 9770 and it is to be used for all the same communications the previous channel was used for. For some of our more experienced officers they will understand the significance of 9770. Any other CB channel claimed to be official is not supported by SAPD Command

Supervisory Officer [R*]Drix and other Academy Staff have worked tremendously to build this new academy system, but we are in dire need of experienced officers who can fit the role of a Field Training Officer or Academy Instructor to staff this Academy. If you are an experienced Senior Officer or above, then this is a good opportunity for you to share your experience and knowledge or possibly gain a lot more through your commitment.

We are delighted to announce that our SAPD Academy has been successfully overhauled with newly improved training procedures, system, structure, and staff.  This Academy will be led by Supervisory Officer [Rstar]Drix along with Sergeant Pedro Cipone and Sergeant Celso Williams as Academy Managers. Through this new academy, we aim to improve the way we train our officers and establish wellness, morale, professionalism, service and integrity, so they will be fully prepared to serve and meet the challenges that lie ahead in their career. The Academy Recruits from the old academy now must contact the Academy Leader for immediate placement into the new Academy Stages and all concerns regarding the academy now shall be forwarded to the new Academy Staff.

After the recent stepping down of the former Chief of Police Joel Treharne, San Andreas Police Department has been left leaderless in sense, therfore after decision from both myself and ARPD Commissioner Carl Banks Fasi, we've decided to appoint Deputy Chief Riggs as Acting Chief of Police, without the pledging him completely to the rank. Therfore Deputy Chief Riggs will be now the direct leader of San Andreas Police Department, until another candidate has been found or Deputy Chief Riggs has reached point of becoming fully eligable for the Chief of Police seat.

Hello, I'm Lt. Celso Williams, and I'm here by informing all the San Andreas Police Department Officers that from this point on, when you go to the station to start your shift(( By simply going to the station and going on duty)), along with the standard gear you will also receive a full 1080p BodyCam with a built microphone, the camera is also included with a night vision system!
Upon receiving your gear this camera will be handed to you in working condition, this means that the camera will be given to you already ON, and you will not be able to turn it off or on again for safety reasons, there for it's very user friendly, once your shift has ended you just place your gear ((by simply going off duty)) in it's respective place and our maintenance personnel will secure the daily footage and have the camera ready for work in the morning after!

"A handbook that covers general information, hotkeys & certain regulations"



I. INFORMATION:

TeamSpeak is a proprietary voice-over-Internet Protocol (VoIP) software that allows computer users to communicate using a microphone. As a law enforcement officer, it is extremely recommended to regularly use TeamSpeak, considering how easy it is to communicate through it. However, it is not an alternative to the in-game police radio (/r), as the balance between these two must be constant. Voice communication plays a very vital role during patrols, as well as situations requiring immediate assistance from other units.

In order to download TeamSpeak 3, head to the Downloads page, and pick the one that fits your Operating System. The setup process is pretty straightforward. In case you face any difficulty during the installation, refer to the Support section.

As of 26/06/2015, the official Argonath RPG TeamSpeak server is at ts.argorpg.com, with "gondor" as the password.

II. CHANNELS:

The two commonly used TeamSpeak channels for a San Andreas Police Department employee are the Patrol and the Situation channels.

Patrol channels: Regular service channels, to be used throughout the majority of the shift, unless a situation occurs.

Situation channels: Special channels, to be used whenever a situation requiring assistance occurs. A situation can be an ongoing pursuit, an officer in danger, a live shoot-out etcetera.

III. HOTKEYS:

The purpose of hotkeys is to switch from a channel to another, by pressing a single keyboard button. This comes in handy when you'd like to assist in a situation, and it might take some time to move to the intended situation channel. Vice-versa, as well: once a situation is cleared, and you'd like to return to your previous patrol channel. The manual below explains how to properly set up a hotkeys and whisper lists.

First let's set up a whisper list!
This is so when you are reporting a situation, every channel, including SWAT's AirDiv's and Coast Guard's, can hear you loud and clear!


  • Go to Options and click of the Whisper tab, that should be located on the left! Picture Here
  • Next press onto ''Whisper Lists'' and set up a Hotkey! Picture here
  • Now it's time to set up your Whisper Lists, On the right hand side, select the TeamSpeak Server then ''Channels''. Picture here
  • Now drag the following channels to the main area.Channels here
  • And it should look like this: Picture Here


Now that your whisper list is set up, we will start setting up the hotkeys, so you can move to situation channels!

  • Go to Options, then click on the Hot Key's tab.
  • Now click the ''Add'' button on the bottom! Something like this should appear.
  • Click on ''Show Advanced Options'' - now click on ''Switch to channel''  ''last visited channel'' assign an hotkey on the top and press OK! Picture Here, This will be your key to return to the previous channel after entering a Situation Channel!
  • Now let's set up the hotkey to go to the situation channels! - Same thing, go to Show advanced Options, Switch to channel, But now click on ''Switch to Channel'' go down and find the situation channels, click on them and choose  ''On Current Server'', Set up an hotkey and press OK. - Picture here
  • Now do the same to the the other two Channels and you are set up! In the end should look like this! ( note this is my HotKeys you can chose other keys)

IV. TERMS OF USE:

1) Communication should be civilized, professional and as clear as possible, talking shouldn't be done when someone else is already speaking.

2) Each situation channel is strictly for one situation only. In other words, it is not allowed to have two ongoing situations in one situation channel for example.   

3) Updates for a specific situation should be as frequent as possible, and done only by the initiating/lead unit. In case of a pursuit, the lead unit is the one in charge of updating (through the in-game radio also). If an air unit is partaking in the situation, it is always the one to update.

4) If a situation occurs, the initiating unit must mention which situation channel to move to. This is to avoid confusion.

5) Once a situation is cleared, it must be confirmed by the initiating unit. Afterwards, every unit involved returns to their respective patrol channel.

Note: It is possible to use the Combined Operations channel, if other law enforcement agencies are assisting in a certain situation.

The Detective Bureau will be moving on its own to allow more dedication to its respective tasks, and as a result, the detective ranks will be shifted away from the official ranks of the department. In fact, police officers with detective capability will retain their standard ranks within the member list, and will still however be required to perform the basic tasks of a police department official. But again, this move will allow them to invest more effort in their detective work.

In addition to that, we would like to announce two new radio codes:

10-47: Felony stop in progress.
10-55: Traffic stop in progress.

      We, the San Andreas Police Department Command are happy to announce that starting from today, there will be weekly wages given to our members, starting from Officer, up to the Chief. This payroll system is based on the officers' activity on the field, effort put into their duties, paperwork and their involvement within their divisions. The wages will be determined for each person by following the system given below. Every Officer and Senior Officer of the San Andreas Police Department has to report on the weekly activity checks that will be done. Command members will have to report on a different section which only Command members can see. To: Personnel of the San Andreas Police Department
Ref: The recent threats from the Flint County area, re-establishment of the FLA



  In the past couple of weeks, the State of San Andreas has seen the return of one of the most dangerous groups and the most cruel groups. The Flint Liberation Army, known as FLA in abbreviation has recently been showing an activity and a threat towards the citizens of the state of San Andreas in general, and towards the Police Department and it's personnel in specific. I've seen them myself roaming around the boundaries of Flint County with fully occupied vehicles, with their dark green color and they've followed me all the way and tried to stop me until I passed the tolls out of the Flint County area. Unfortunately their threat is raising on a daily basis, and we can't keep loosing any more officers by such group of people, who're declared terrorists by the United States of Argonath.

   In the mean time, the Upper Command of the law enforcement agencies of the San Andreas state, the San Andreas Police Department and the Federal Bureau of Investigation are doing their best to evaluate the changes of the threat around the state of San Andreas, and to have a word in regards to this threat. While we still didn't manage and decide on what is required to stop this threat, yet; We advise each and every personnel of the San Andreas Police Department, to take caution when entering the Flint County area, and to be aware of the threat it presents. You are required to keep in mind that, by entering the Flint County area, you're endangering your life and are entering a hostile territory and must keep an eye of all your surroundings, and either retreat or find an easier way out if you're deep in, and to be partnered at all times, and to also call for backup if you feel anything is going wrong. Never act on your own, radio-in anything that happens to you during your field activity..

   This message does not mean the law enforcement agencies personnel aren't to enter the Flint County region, and rather is a notice for the units to be more cautious when they enter that region, to minimize any direct contact with the declared terrorist group, and to stop the loss of our side.

Ref: Regarding criminal activity and off-duty restrictions



  After a discussion between San Andreas Police Department Command Staff, we have decided to come to a fair conclusion that provides a comfortable environment for our personnel, and to ensure the satisfaction of all the sides. The SAPD Command team has came to the following conclusion:
1. General clarification:
- Minor crimes: Anything that does not involve the following: Brandishing a firearm, using a firearm, using a melee weapon, injuring someone, killing someone, usage of firearms. Is not part of "major crimes".
- Major crimes: Anything that involves: armed abduction, kidnapping, murder, robbery, bulgar, governmental vandalism, thievery, hijacking, threatening to kill, participating in terrorism acts.

2. Non-Command Officers (Officer, Senior Officer. not Cadet!):
- May conduct minor crimes as long as he is not injuring and/or killing others. Refer to point below.
- May conduct major crimes on a non-frequent basis (not daily, not weekly, not often monthly. Rather once a month or rarely.. doing major crimes often is not allowed).
- What is meant by "doing major crimes on a non-frequent basis"?
    For example, you can kidnap or rob someone with your friends just for fun and game enjoyment purpose once a month or twice, and not more. This twice a month should not be in the same week.
- Must maintain his duty as a police officer. Failure to do so will result to a disciplinary action up to a discharge for the inability to fulfill the duties required from him.
- Must finish his assignments given to him.

- If the officer chooses to do crimes, he will be unable to join the following divisions: Special Weapons and Tactics; Detective Division; Specialized Tactical Air Response; Internal Affairs Division; SAPD Administrative Services Bureau. The rest of divisions are accessible to them.
- The officer cannot become an SAPD Command member, unless he drops his criminal background. The member if he wishes to apply for a command position, will have a limited chance due to his criminal past even though he's dropped it afterwards.


3. Command Officers (Sergeant+):
