Cadet Frank has successfully completed first phase of training; driving techniques and spike strip usage, although server scripts have stopped me from showing him how to use spikes properly. Keep up the good work and remain active.

At this point in time, we feel that you may not yet be ready to join the Vice City Police Department.

Very low amount of general activity has been presented from your side, and it seems like no effort was put into the application. Even though you were given a second chance, you blew it. I must admit that I'm highly disappointed with you, as I believed that you were the material we are looking for.
   
You are welcome to re-apply whenever you wish, if you find that you are better suited in future. Take a look over the VCPD guides, and perhaps you could gain additional experience from fellow officers to help expand your knowledge and abilities as a police operative.
