[MA]Carlo - Breaking multiple rules
« on: January 07, 2013, 17:48:16 pm »
Directed to: SAPD authority.
SAPD Officer Policy violators:

1. Officer Name
[MA]Carlo

- Jeremy Stracci, Marius Stracci and me (Scott Stracci) tried to make a deal with a business owner at Market, Los Santos.
Then suddenly came a freecop troll and decided to ruin our deal by offering $5.000 higher than our current bid.

I asked him to leave because we tried to roleplay and it seemed he just came to troll around and ruin our sale.

I kicked him by roleplaying, he ran to his car to avoid roleplay, stepped in and /su'ed me for "attempted murder". Then he came out, took his combat and started to shoot directly! I lost 75 percent health as the combat makes much damage on your health. My first reaction was to take cover and try to talk with the officer, but he just killed me without any way of roleplay.

The most stupied thing is, he's an SAPD applicant and did not even ask me to give up and used lethal force on an unarmed and not moving suspect. What is simply abusing your rights and breaking procedures.

2. Officer's Department - Which department he/she works for (LSPD, SFPD, DPD)

 a. Chatlog from the moment of /su till the moment of my death
 b. I've two eye witnesses, Marius and Jeremy.

Date: Monday 7 Jan, 2013
Time: 17.33

Civillian(s) involved: Marius Stracci and Jeremy Stracci, they can confirm what happened.

Signed
Scott O'Reilly

I was interested in the business also, Is it disallowed to offer higher than you?

I didn't try to knife you. If I wanted to knife you I would have walked behind you and killed you in two seconds. I tried to kick you, but because you ran away I kicked Marius.

You entered the scene by passing by with 120 km/h, turned around, drove on the sidewalk, ran to us and offered $5,000 higher than us.

And you /su'ed me after you got into your car not while running to your car, that's nonsense and even impossible.

I didn't have time to give up as you kept shooting me. As soon as I would have stopped bunnyhopping I would have died.

And Marius only said "WHERE IS THE CAR". I never asked him to help me evading or whatever, I just tried to take cover from the idiotic shootout.

"You were pretty sure" - What's that for excuse? Your thoughts aren't the facts officer. You still have to ask me if I want to surrender. It's bullshit to just open fire with a combat on a NOT moving and UNARMED suspect.

Did you even check my printscreen? The whole situation didn't even take half a minute.

You broke the procedures and rules, I want justice.

Currently what is taking so long is that majority of the SAPD command staff are preoccupied with other tasks. The reports section may remain stagnant for a week or so before they will be mass investigated by our staff. Please be patient.

It's a bad thing if reports even can't be handled.

I will be patient.

As far as I know you are reporting Carlo in the wrong section, please verify your report somewhere else before I lock it down here.

I'll be assisting here, hopefully this report may come to an end within few days.

Now I'd like to have some questions answered please:

Were you armed at the time you got suspect?

If yes, what weapons did you have?

If you did, were you holding any the moment you got suspected?

After getting suspected, did you have any weapons in hand?

If yes which weapon?

Did you use it?

As the officer stated apperently he didn't warn you before opening fire and he just directly shot you, was your friend near you with a vehicle?

Please answer my questions as soon as posible, and like I'll try to handle this report as priorty since you've been waiting for a while now.

I had a knife, that was the only weapon I had.

I wasn't holding it at the time I got suspected. And there was no one near me, I was alone.

Also after I got suspected, I didn't use any weapon as I got killed immediately.

I don't understand how the word "Justice" is a provocation. I, as aggrieved party, just want justice. There is no provocation involved.
