San Andreas Police Department
Organised Operation Log #0036

Date: 17th February 2013
Time: From 15:00 to 18:00 (Server Time)
Type of Operation: Organised Patrol (with weapons and armour supplied)
Operation Outcome: SUCCESSFUL

Operation Leader:
S. Officer Jason Bridges
Lieutenant D. Perry

LSPD Participants:
Cadet Kate McGarrett
Cadet [Rstar]Rusty

Other Participants
ARPD [ADF]Travis
ARPD George Shock
ARPD [Rstar]Hidduh
ARPD Dimos Travolta
ARPD Taseen Chowdhury
ARPD Giusseppe Morello
ARPD Chips_Alvarez
ARPD Thomas C
ARPD Fruct
ARPD Lincoln.
ARPD [DPS]M_Anderson
Cadet Celso Williams

Summary:
The purpose of this patrol was to crack down on organised crime and general firearm offences within the Los Santos area. I split the 9 participants off into 5 cars with the help of Lt. Perry and assigned them approximate areas around Los Santos to show a strong police presence across the entire city.

Officer Lincoln. was not present during the entire patrol, but was still able to provide vital assistance and contribute to the overall success today. He is a very competent officer and would definitely go far in SAPD but there are some issues though. You have a tendency to get yourself into situations where you're deathmatched a lot and end up arguing in /p about it. As you obviously know, we spoke briefly about this but here are some tips to prevent this from happening:

1) Always have at least a $500 vest on
2) Don't go into dangerous situations without a partner
3) Issue clear instructions several times so the person in question has no reason to disobey you
4) If you do get death-matched, you're obviously going to get annoyed but don't bother arguing in the public chat because that will accomplish nothing apart from a possible warn from administration
5) Most important of all: use your judgement. You should be (but obviously not always) able to tell whether someone is likely to try to death-match you or if the situation is dangerous - don't be afraid to call code 1 or code 2 backup in a /cb or radio.

If you follow my advice, I can guarantee you'll be 10 times less likely to be death-matched and you wont lose your temper either. I see a lot of potential in you, but there are just these small problems that shouldn't be stopping you, Lincoln. But anyway, best of luck and I hope to see you out in the field again  :donut:

Thank you very much for posting in my application.

1) I had a 2,000$ vest on.
2) It was a normal traffic stop with a patrol partner who's a very experienced player and shooter.
3) I have explained everything to the guy I have pulled over, asked for the documents and have written a ticket of 150$ + a 50$ for the damage he has made. (those 50$ wasn't meant to be paid, I said that in OOC chat as well)
4) You are totally right. I made a clear mistake and I have decided not to make any problems in the future by arguing in main chat. It was my mistake and I admitt it, I promise it won't happen again.
5) There was no possibility to get deathmatched, in my and my partner's eyes. Two officers with a 2k vest pulled over two guys on a bike while one left during the RP, then a totally different guy came out of nowhere (he was passing by), stopped the vehicle, and then both, the driver and the random civilian, who were obviously connected to the guy I have pulled over via TS/Skype, took out their combats and killed me. I had no time to move nor jump away, two combat shotguns pointed at me. We all know it's hard to avoid death when you're stationary even if only ONE guy is shooting you, but those were two. None of them was armed, nobody could see that they had weapons, they pulled them out, as we say in Argo, from their ass and opened fire.
I don't really care about the weapons nor money, I just couldn't accept the fact that admins couldn't take any action, even if the guy I have pulled over turned out to be the biggest problem to people in Argo (DM/Provoking/Flaming). The same story happened after the accident I had today, but I can say that I have acted pretty mature and I have taken your warning seriously. I did not argue nor say anything in main chat, all I did was /report and I have patiently waited for the respond. The guys who DMed me got warned via PM since the admin did not witness the situation and they have apologized to me. It's a lot more better way than to argue in main chat, I have understood that.
As I've said previously, this mistake won't happen again.

Cheers,
Hope to patrol with you in the future.

Signed,
Lincoln.

Patrol Partner(s): I was patroling alone.

Hour(s) spent:
-Day1: One and a half hour.

Traffic stops: Seven.

Suspects killed: Five.

Suspects arrested: Two.

RolePlays done: Wasn't a really good day for RP, people weren't looking forward to a RP at LV Intersection, I've done
a few routine stops but only one has actually decided to pull over and hand over the documents.
The rest were chased down and arrested, while two opened fire and they have been taken down using lethal force.

Dash-Cam pictures (Not necessary): Unfortunately I didn't take any screenshots.

Patrol Report

Patrol Partner(s): Hank Rafferty (SAPD Chief).

Hour(s) spent:
One hour.

Traffic stops: None.

Suspects killed: None.

Suspects arrested: None.

RolePlays done: Two. It's been a very good day for RolePlay, I've enjoyed it, and I think Hank did too. We've taken the man who got injuried in a car accident to the hospital
where the doctors and nurses took care of him.
He's been in a critical situation and if we did not react fast, we would probably lose him.
Later on, we've pulled over a truck driver and his colleague
 and performed an inspection.
There were a lot of civilians who made the
RP more interesting. Everything gone well, we have
only been forced to suspect one of them and arrest him sucessfuly.

Dash-Cam pictures (Not necessary): Will be added tomorrow.

Had a three-day exam, every day for 2 hours so in the meantime all I did was studying.
I'm returning to normal activity from today. Sorry for not informing you on time, but since it was only a 3 day inactivity, I did not want to make a big deal about that.

Expecting to make a big activity report on Monday, 25th February.

OPERATION REPORT

Operation 'Wrong Ramp'
Mulholland Intersection, Los Santos

Intention of the operation
The intention of this operation was to make the citizens of the State of Argonath more aware of the dangers of using the wrong ramp when entering or exiting a highway. By doing so, we hope to decrease the amount of 'wrongrampers', which would most likely lead to a steep decline in traffic deaths on the roads of San Andreas. This operation was held at Mulholland Intersection. Our main target were civilians entering the Los Santos-Las Venturas highway on the wrong ramp; in particular those drivers heading from Temple to Las Venturas.

Procedure
We had a biker unit announcing any oncoming traffic from Temple, at the base of the ramp. He would report the traffic in, into our citizen broadband (CB) channel, to keep the regular police radio clear of operational chatter. An air unit was hovering above the intersection to keep eyes on the situation. On the highway itself, we had one police cruiser in the median strip to tell the 'wrongrampers' to pull over. There was one additional cruiser in the right roadside, along with two Buffalo's to assist in pulling drivers over.

Involved units   Vehicle
SAPD Applicant Thomas_C   Police cruiser
SAPD Applicant Veronmaksja   Police bike
SAPD Applicant Ragdoll.   Buffalo
SAPD Applicant Sandisk   Buffalo
SAPD Applicant Lincoln.   Police Helicopter
ARPD Officer Malik_Coleman   Police cruiser

Duration
The operation lasted for about 45 minutes. After that, several units engaged in diffirent pursuits and a few others went off duty to see their families [[went offline]].

Detailed report
The first vehicle we pulled over was a Blista Compact, with one occupant. ARPD Officer Veronmaksja took this car and the two Buffalo's parked up behind, to aid the officer and as a show of force. ARPD Officer Thomas_C returned to his position to the median strip. There were some issues with this driver. He was fined $250 for reckless driving (using the wrong ramp), but he refused to pay it at first and he claimed to be a law enforcement officer (LEO). However, this claim was found fake shortly after it was made. The officers attempted to arrest the man, which failed. He ran and was taken down after a swift pursuit. Sadly, lethal force had been used. It is unknown as to which officer fired the fatal shot.
Meanwhile, a second car had approached the highway using the wrong ramp. This vehicle was pulled over by ARPD Officer Thomas_C with the help of ARPD Officer Malik_Coleman. Also, ARPD Officer Ragdoll. assisted them and pointed ARPD Officer to his broken tail lights. The man was co-operative and paid his $200 ticket without making a scene. He has been given a warning for the broken tail lights.
A third car approached the highway using the wrong ramp, but refused to pull over. After pursuing the driver for a short while, he stopped his car at the LV Strip, where he got out and started shooting the present officers. He injured ARPD Officer Thomas_C almost fatally, but he made a quick recovery. Finally, ARPD Ragdoll. succeeded into sending the suspect on the run again. He was pursued but it is unsure if he was captured, killed or is still on the loose.

Footage
There were four pictures made during this operation.
Spoiler (Click to expand)

Summary and results
One ticket issued by ARPD Officer Veronmaksja -- $250 -- not paid
One ticket issued by ARPD Officer Thomas_C -- $200 -- paid
One warning issued by ARPD Officer Thomas_C
We believe we have convinced at least two drivers of their dangerous way of entering the highway. Our hopes are they will not do it again and as such, we believe to have achieved our beforementioned goal.

I'd like to thank all officers involved for their professional behaviour towards both fellow officers and the citizens of the State of Argonath.

Thomas 'Leroy' Crof
