Are LCPD officers required to memorize all the radio codes (10 and 100 codes) for use in-game?

All? No, but it is recommended. Depending on how the police academy trains LCPD Officers on radio use, you'll probably be given a specific set of ones you need to memorize.
Also, non-official LCPD members don't need to memorize the codes, but are recommended to know a few.

Aside from that, the procedure set will likely change to be in sync with the state constitution and state laws.

I never learned the codes by heart. They somehow automatically got stuck in my head once I started playing and seeing people use them. My best advice to you is to go play SAMP for a while, you'll memorise lots of codes :)

Another question; have read the entire procedures within LCPD but couldn't see if drive-by (shooting in car) is allowed or not. Is it allowed?

Drive-by in LU overall is not allowed, as it's only driver drive-by. Doing so would result in punishment.
