28th November Code Purple/10-33
« on: November 29, 2008, 15:04:15 pm »
Thank you to ALL who was present.

SWAT had been informed of a meeting between mafias and gangs and was preparing for intelligence gathering.  It soon became clear that this meeting was at a Arratus building in Downtown LS.

The situation changed once it was seen on an overflight that a large number of individuals from an oppostion mafia where grouping nearby, and some on roofs in the target area.

What started as a intelligence gathering operation became a matter of maintaining the peace.

Full communications were in use, particulary voice comms for SWAT, and this both helped and hindered the control by SAPD command.

SWAT went into direct operation to ensure the two groups did not meet by clearing all civilians from the target area, individuals where suspected for a number of crimes and SWAT was authorised to use lethal force.

I called a 10-33 as this had major potential to become a war zone and I asked for all SAPD staff with SWAT exempted to meet at LSPD.

This was for 2 reasons...
1. I wanted cops away from where SWAT was working in case the two teams got in each others way, SWAT was working voice comms alone and was not in position to communicate with SAPD any other way.
2. I needed a force in case we had to support SWAT with mass numbers.

Via the voice comms it sounded like all hell was breaking loose for a while then it started to become more organised and I was able to call a Code 4 as SWAT had the area sealed and secured.

SWAT maintained a high profile security presance until the meeting was over, and for a while after were maintained on standby due to increased risk of incidents.

As said thanks to the police force for its reasponse, it seemed confusing and the situation could of got out of control yet you reacted to the emergency call and did indeed await further instruction.

I am glad to see what we did not need the full SAPD in the end, and this is how it should be, ready to reaspond if needed but should not be needed, at least in this way.
