Report against:
=AV=Pedro_Cipone - None, report is for issuing an unneeded and incorrect cop ban on me.

Description of events:
On 22th of March, at around 2:13 PM, I received a cop ban from Sergeant Pedro_Cipone for "shooting a standing still suspect". I, however, did no such thing and will prove so in the evidence section.

Possible Witnesses:
Lots of SAPD Officers, including Lewis_Churchill and some others.

Evidence:
The suspect who officer Pedro_Cipone claims I was "shooting while was standing still" was suspected for aiming by Pedro himself.
[17:12:28] HOoLLYWOOD(24) has been suspected by =AV=Pedro_Cipone(36). Reason: aiming. - This was taken from the SAPD crime database during the incident.
The suspect was driving a black bullet and I proceeded to open fire on his wheels in effort to disable his vehicle. The suspect proceeded to surrender immediately after that and I therefor ceased fire instantly.
[17:12:37] Police Radio - Dispatch: HOoLLYWOOD(24) has given up, do not shoot, over. - Taken from SAPD crime database.

After surrendering, the suspect was surrounded with officers and I proceeded to drive away with officer Lewis in my cruiser. A few minutes later, I received a cop ban from officer Pedro. I talked with him and he claimed I was "putting lives at risk with shooting the suspect's vehicle and that "he was surrendered when I shot him".

I was following regulations with to the letter during the whole situation, which is as follow:

  • Suspect is escaping in a vehicle and you're on foot. - Try to neutralize their vehicle
I was following that procedure to the letter, as seen by my story and many others'.

I was following the constitution as well, therefor officer Pedro's claims of me "putting lives at risk by shooting him" do not affect this situation.

Act XVI: A law enforcer cannot be blamed if injuries or death occur if a suspect opposes resistance.
The suspect did "oppose resistance" to an arrest by aiming a gun and evading in a vehicle. Therefor I am not to be blamed should any injures happen during my attempt of stopping him.

As for officer Pedro's claims of me "shooting him while standing still", the suspect was no where, in the entire chase on foot, I fired at his vehicle's wheels and that is not considered a breach of the constitution.

You arrived on scene, toke your combat out and shot at the car, where the surrendered and cuffed criminal was in.

EDIT: Suspect aimed a gun at a civilian, surrendered secounds later and didn't evade, you had no reason to shoot him, as he didn't "oppose resistance", as you mentioned.

You also arrived when he was surrendered, how come you say that he "oppose resistance" and "evaded in a car" if you weren't on scene, when he got suspected?

Suspect surrendered after driving away, and I opened fire at his vehicle before he surrendered, he can't surrender in a vehicle and I only shot his wheels to help disable it. Aiming a gun proves him dangerous enough to use a combat on. When I arrived he was still evading.
Please have all witness post their statements prior to this report being moved to our investigation boards
I only remember seeing Lewis on the scene, I'll contact him the next time I see him.

No, I opened fire at his vehicle before he surrendered and I immediately ceased fire when he got out to surrender.

The whole accident is just a big missunderstanding, because the player was quite new Timon probably though he was going to run away due to fact we just were getting on scene once the guy got inside of the car again so anyone not paying a lot of attention could make a mistake. However I gotta admit that Timon was a little bit trigger happy, but the copban wasn't really garuanteed, a talk could of had done the job just fine.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On March the 22nd  2015, at 14:59 HOURS a report was submitted by Timon as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Chief Of Police J Treharne

The summary and conclusion of the report has now been decided and will be released to the public.

-- All Witness Statements have been read through and Taken into Consideration
-- Officer Timon did shoot at a Surrendered Suspect however it is apparent that certain circumstances may have confused the officer causing him to open fire on the suspect. 

-- In conclusion, Officer Timon's Suspension will be reduced in light of the circumstances that may have confused him. Sergeant Cipone was correct to issue a punishment but other factors should have been considered prior to the punishment being given out

If the verdict of this report seems unfair to anyone, you can report this to the Chief Of Police via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
