Name: Senior Officer JoshThePenguin

Report against:
Philip_Ancelotti - Total unprofessionalism, corruption, leaving the scene immediately after suspecting, trolling, lying to others, ramming other units, offensive language through the police radio.

Description of events:
I got in game and drove out of the garage, attempted to take a right turn but I got hit by a reckless driver, so tried pulling him over.
I gave him some time and then Philip_Ancelotti showed up, telling him to pull over aswell and immediately suspected him for 'failing to comply' without giving him 5 seconds time to pull over;
saying he already spammed /m1 for '60 seconds'. Then he left the scene, when the suspect didn't give up yet, saying he was having his hands up afterwards; seeing that as a reason to leave.
So I asked him why he suspected the guy and then left. He started to argue and I told him to watch out with breaching regulations because he has been copbanned several times already.
He reacted: "And so have you, over." Which is a lie and NOT true. See the Evidence section for the whole story.

I can confirm Josh's statements. I would like to add that Philip also drove over a fellow officer with a police cruiser and committed at least three counts of traffic felonies, being:
a) speeding;
b) reckless driving; and
c) driving on the wrong lane (wrong ramp once at Mulholland Intersection, later wrong lane at Temple).

I attempted to pull him over to address these offences, as I had already warned him at least two times in the police radio. However, my attempts to pull him over through megaphone and police radio were futile and he just kept on driving and despite several warnings, he kept driving recklessly and speeding. Therefore he also failed to follow orders of a superior.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the April the 30th 2015, at 19:36 HOURS a report was submitted by JoshThePenguin as a lawful citizen of the United States of Argonath.

The summary and conclusion of the report has now been decided and will be released to the public.

-- According of the regulations of the Argonath Police Department:
Quote
4. Never suspect people without a valid reason
Pressing charges on a citizen who is not given a chance to pull-over, is ungrounded. Suspection should not be executed, until the citizen tries to flee. Therefore an infringement of the Argonath Police Department regulations has been acknowledged.

-- According Basic Regulations / General Rules of the San Andreas Police Department:
Quote
*Every officer must follow all the rules written in the SAPD Regulations & Guidelines!
*Every officer must follow all the orders given to him by the SAPD Command Staff, without any questions or hesitation.
Infringement of both regulations have been acknowledged. Senior Officer Thomas ordered officer Philip Ancelotti to pull-over. Despite the orders officer Philip Ancelotti refused to follow the order. Therefore this is a violation of the second regulation. Due violation of the second regulation, the first regulation has been infringed. However, there has been decided that only second violation will be used in the conclusion.

-- According Act III & Act III.I of the criminal law:
Quote
*Act III: Due to the danger of driving accidents on the roads of our nation, the speed limits are 80 Kilometers an Hour inside cities and town limits, 120 Kilometers an Hour on roads outside of the city and town limits, and there shall be no speed limits on highways, though, driving recklessly, or not driving on the right side of the road is still a punishable offense. Law prescribe a fine of a maximum of 250 dollars for any road infraction. The city limit is defined by an area of 300 meters around the last local street.
*Act III.I: Reckless driving understand any form of driving that could endanger other citizens. Under such circumstances, a police officer is allowed to take necessary actions.
There has been acknowledgement made that officer Philip Ancelotti violates the traffic laws, by exceeding the speed limits and in-proper usage of road. This could lead to endangerment of citizens and fellow law enforcers. Although this will be not penalized heavy. This will be considered in the conclusion, due to the circumstances of the event.

-- According Act XXIII of the criminal law;
Quote
Act XXIII: Anyone taking part in an act of corruption is guilty.
Although, it will not be used in the conclusion of this case.  Due to circumstantial evidence. A remark has been made that Philip Ancelotti presses charges on an arbitrary base. This can be considered as corruption.

-- In conclusion, officer Philip Ancelotti misconducted meanwhile he was on-duty. There has been concluded that officer Philip Ancelotti infringed the regulations of the Argonath Police Department, the San Andreas Police Department and the criminal law. Therefore officer Philip Ancelotti will be relieved from his duties for five days.

If the verdict of this report seems unfair to anyone, you can report this to the Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.

Due to the historical felonies and misconduct committed by officer Philip Ancelotti. Future cases will be investigated by the prosecution office. So appropriate measures can be taken. (Id est: Quo warranto, Cadit quaestio aut prosequi)
