Evidence:
As listed above, the three EAF members are my current witnesses. I was driving around, trying to get my final operation going for my assignment, then I noticed that I saw the reported officer being completely corrupt, I stopped my car, watched him for a few seconds, then decided to take my phone out and record it. He quickly came and completely destroyed my mobile phone, which is a reason I was not able to have clear evidence of the Officer. I still have witnesses that can confirm. So what was he doing, he was being completely disrespectful with other civilians, ordering them to do things in their own properties, standing on their properties after being told to leave, and then coming to me, forcing my phone out of my palm and destroying it, along with saying "There are not witnesses here". I also heard that he started it all for "Trying to get someone off a roof because its dangerous".

Sure, when I came in he started to act up, taking my phone away and smashing it like that wasen't very kind.

After several discussion when I saw 2 medics within 2-meter range, I planned to continue my patrol. And then I suddenly saw a citizen capturing me secretly. He was behind two other citizens and was recording a VCPD Officer. I suddenly approached him and took the phone. After I made sure he was recording, I smashed it into the floor.

Well, I was ready to pay the cost at that moment, but his response was as if he is the Chief of the PD.

So far I saw completely no evidence of the officer in question conducting any misconduct.
However, Officer Vercetti's attitude towards the cadet was nothing but disgusting and unacceptable.

Your rank is for anything but using it to pushing others around. If you don't know what to do with it, that problem can easily be corrected.

I'm trying to get in contact with the other witnesses. Huntsman, he's not a cadet he's a police officer, the way he was treating me and his behaviour towards me, got me into that attitude.

Breaching into your privacy? You were publicly doing your job. I have the right to record your actions as evidence in court, you could have just easily told me to stop recording not grab my phone and smash it.

Officer Vercetti is right, it is allowed to record in public as long as it is not meddled with.
My point is: We are talking about a phone that got smashed by an Officer to another Officer.

The fact that Officer rObin destroyed property of another person he should get warned for, not fined, because it was his first mistake as an officer.
The fact that Officer Vercetti calls out on another Officer saying that because of his rank there is no reason to discuss with him, should also end up in an official warning.

Both cops made different mistakes, both should be warned and that's all there is to it.

Ok, so far the situation is as it is:

*VCPD Officer rObInX did indeed show unacceptable misconduct of behavior during the entire situation. The way he has handled the situation is not something we would expect from a professional VCPD Officer.
*VCPD Officer rObInX unlawfully taken Officer Vercetti's (off-duty at the time) phone and smashed it into the ground.
*VCPD Officer rObInX has threatened those on scene against testifying.

However

*Officer Vercetti, you, as a police officer of the VCPD, are expected to stay mature and professional at all times. Using your rank to push-around/threaten the officer the way you did does not make you better in any way, especially considering the fact both of you are equally ranked.

CONCLUSION OF THE REPORT

Since VCPD Acting Chiefs have shown no interest of investigating the report, Senior Staff has taken the liberty to investigate and conclude.

Provided evidence and statements have been carefully read, and the following conclusions have been reached.

1) The report against VCPD Officer rObInX is valid, and therefore he is found guilty for breaking the norms of the etiquette of a VCPD Officer, provided in the VCPD Procedures and Regulations. The Officer has also unlawfully and without any reasonable cause taken and damaged a property that does not belong to him. As a punishment, officer rObInX will be issued an official warning for failure to follow procedures and regulations. The Officer is also to pay 1000 ARD compensation to Officer Johnny Vercetti for the broken property.

2.4. VCPD Officer is to respect every single citizen of Argonath and every single player in the server, regardless of their personal feelings or opinions. Professionalism and tolerance comes first.

2) Officer Johnny Vercetti (off duty, known as Michael Schmidit at the time) however, has also been found to have broken certain procedures and regulations while reviewing this report. We do not take kindly to officers abusing their rank to push other officers around, as shown in the evidence provided by both parties. Officer Johnny Vercetti has been disrespectful towards Officer Robinx, escalating the situation further. His way of words can also be taken as an attempt to intimidate the officer by abusing his rank. Taking unrelated past incidents into consideration, Johnny Vercetti is also to be issued an official warning. No further action will be taken.

2.2. VCPD Officer must show professionalism and good attitude at all times, even when not on duty. VCPD Officer is supposed to be professional at all times. This also includes officers behavior and attitude in the server as a whole. Moaning, complaining, provoking and other things that trash the image of VCPD Officer and the VCPD as a whole are not allowed.
