Sobriety Checkpoints (DUI Stop Points)
« on: April 13, 2009, 06:03:26 am »
I spoke to an admin, cannot remember the name, who stated this would be a good idea, and did not see why we could not do it (since it's roleplay, and it's done in real life,) and advised that we should also try to get cooperation from construction workers, or higher ranking SAPD members to set up roadblock devices, to narrow the vehicles in and slow them down.

I have this planned, with members of my Sheriff's Division, to plant the Sobriety Checkpoint on a certain date and time, which will be undisclosed, but here are the details.
----------------

A Sobriety Checkpoint is set up along side of a roadway (or in the middle of a freeway) to obstruct traffic travelling in ONE direction, not stopping the opposite direction of travel.

There will be a chase car stationed about a block or so away from the checkpoint, the direction in which the traffic is being stopped. If a vehicle blows the checkpoint, who seems to have just disregarded the checkpoint intentionally, a checkpoint unit will radio in the chase car with the ID # (License Plate) of the vehicle who blew the checkpoint. At this time, the chase car fires up the overheads, and pulls the offender over, and checks their sobriety, and if they're sober, they let them go immediately.

During a sobriety checkpoint, to comply with the Freedom from Illegal Searches and Seizures, vehicles can ONLY be checked for Sobriety, including if stopped by the Chase Car, and drivers will NOT be cited, or arrested, for any other crimes, except if they open fire on an Officer, or something of equivalent crime.

Once a vehicle has been checked for sobriety, they will be released immediately.

Required Positions:
1 Chase Car
1 Transport Car (for DUI arrests.)
2 Checkpoint Operators
Any other staff that are available.

Probable Cause for the Chase Car to Traffic Stop a checkpoint bypasser (vehicle MUST blow through the checkpoint, going around it or avoiding it is NOT sufficient Probable Cause for a stop.)
1- Refusal to obey official orders
2- Reckless Driving
3- Speeding (if Checkpoint Operators can validate a /speed ID)
4- Reasonable Suspicion (to believe they are under the influence of drugs or alcohol)

Checkpoints are legal, due to specific intent to interfere with sobriety, and all other crimes are released if caught (Speeding, No License, etc)
The only crime looked for is Driving while Impaired/Intoxicated
Checkpoints will be /ad'd 5 minutes (real time) before it is constructed (as units leave LSPD/SFPD)
Checkpoints will be /ad'd every hour (game time) that it is erected.

If the admins/supervisors do not see a problem with this, we will set up a calendar/schedule of when Sobriety Checkpoints will be stationed, no more than 1 station per week (real time).

The DUI Checkpoints will be operated by the San Andreas Sheriff's Division of SAPD.

Very nice. Keep in contact with us at the SATP when you plan these and we can assist you in them. Roadblocks are one of our jobs, so we could definitely help you in this. :cop:

Sounds great SugarD!

Do you guys have a Ventrilo/TeamSpeak server that we can connect to for these events? PM me any contact information, would be great to setup an agency assistance.

At the moment I think we don't, but we do have a CB channel. Make an account at our website/forum and I'll see if I can get Smey and Eddie to approve this. Do you guys have a website/forum?

Argonath do have TeamSpeak Server

Yeah and I understand that, but we don't want to clog up their teamspeak with checkpoint issues, and vice versa.

Yeah, Sugar, to avoid advertising on Argonath's forums, I'll PM you our information.

The point is joining the teams on certain events in private radio/chat communication areas so other police are interrupted by it.

We'll be hosting our first SASD Sobriety Checkpoint Saturday, April 18th at 10:30am Pacific (8:30pm server time)

It will be stationed just west of GS9, Idlewood.

We'll see how it goes, and see whether or not Sobriety Checkpoints are a good idea.

We'll have to reschedule the sobriety checkpoint, I have real life department issues that day, that I stupidly bypassed when I scheduled the checkpoint.

Date and time will be reposted soon.
