Nothing official requires it. Yes, to suspect someone they'd have to, but other than that not much can be done right now due to this change.

if we do have too much undercover officers, players will start whining
If we lack of undercover officers, we're probably going to miss accurate information about suspect.
if suspect takes to court, we'll probably lack of evidence.

For special operations we may give an officer undercover rights, but whole whole units, no.

If you create a unit that  you think should all have undercover rights, then think the fact that you NEED to recruit members at Lieutenant rank, and since there are so few at the moment then you will have problems.

The privilage of undercover rights is one that is NEW to RS4 so think about how units did it before, it actually has less risk the older method as you can be more easily caught using RS4 undercover system.

Admins have nothing to do with this, only SAPD Command level Staff.
