GTA Police Mods is the best place to get ELM compatible police vehicle modifications.  It's a website started up by BXBugs123 in the case that you didn't know.  Also, in the case you don't know who BXBugs is, well, he's a really good model and skin editor, who has created and edited many police vehicle modifications.
--------------------

As for single modifications which I'd recommend using, well, I have a few, linked to below:

Edited LSPD Cruiser | V2 |
LAPD Hollenbeck Car
US-SEA Police Cruiser V2 Beta
SACS Patrol Car

As for the US-SEA police cruiser;  I personally just use the model, but have the skin replaced with SFPD.  There are also a few modifications which I find to be quite nifty, but I won't include every single one of them here.  Just be sure to check out that site I linked you to at the beginning of the post, for quality police modifications.  ;)

BXBugs is also a player here in Argo. From what I've heard, he may be moving to GTA IV mods soon too since he's pretty much seen and done it all in the GTA III era for police mods. :cop:

You may not use ELM4, only ELM 7

You are mistaken. The current Emergency Light Mod out there is version 7. That is the only one you are allowed to use without getting banned for car hacks. If you don't have the latest version, I highly sudgest you get it before it alters your cars HP and you end up getting banned.

I think he is referring to this one: http://gtapolicemods.com/forum/viewthread.php?thread_id=2214&rowstart=0
He should not be using that either until it is fully released and all the bugs are worked out/confirmed. People have already been banned for using it.
