I am very sure that if a SAPD Cadet or especially a freecop, who has setten up a speedtrap, notices an officer or above speeding and tries to pull him over or fine him, would face a total failure.
I have been setting up speed traps since a while in Central District, Los Santos and Flint County and I have seen many officers and cadets speeding without sirens on. In such situation all I do is give a warning over radio, which they most of the time ignore and keep on speeding.

If you see someone doing that (starting from the rank cadet), try to stop them. If they fail to stop or refuse, try to take a screen from the offence, and post it here (http://arpd.argonathrpg.com/index.php?option=com_smf&Itemid=34&board=58.0).
