I'd say recommended.  He helped out quite a bit with me and later on with Hank Rafferty.  Personally, I think he should learn the codes more and shouldn't have to be prompted to call in the 10-8, 10-76 etc.  Other than that his intentions are great, as well as his motivation to catch criminals.
