Gandalf is President, he has powers to fire chiefs and appoint chiefs...He makes the policies...Therefore he is the leader of ARPD...Leader of SAPD is Pancher and CBFasi but as I said, President can boot 'em out if he sees fit.

Gandalf is the President, which, as Capt. Giac said, makes him be in charge of the arpd. However he only executes his powers when asked / needed. Therefor he isn't really a ''Leader'', I''m not sure how to describe it. Why do you want to know this Alan?

CBFasi and Pancher are the de facto leaders of SAPD. It doesn't require much brain activity to figure that out by yourself.

Kaltsu is the founder, making him have certain leadership ability.. hence forum administrator rights. Gandalf and Aragorn are apart of the government overseeing the state, meaning they supply the ARPD and have right to appoint its different departments leadership (SAPD Chief, VCPD Chief, etc.)

The ARPD has no one leader, but is overall controlled by the government (as any police department is) for decisions that require a "leader of ARPD" to make. The ARPD's founder is Kaltsu; the ARPD's government superiors are Gandalf and Aragorn (as President and Prime Minister); and then there is Agent, who has forum administration rights because he is Agent. (And probably because he helped a lot setting up the forums and such of things back in the day)

I do belive Kaltsu is the founder of ARPD but he is not leading it anymore due to his inactivity. At the moment i dont think there is 1 excat leader of the whole divisions added together which makes ARPD, Every division has its own leaders i.e FBI, SAPD and so such.

Gandalf might not be leader, however he is commander in chief of the whole state, so he could IF he wanted to make major decision or appoint someone.
