CAN FREECOP PULLOVER A HIGH RANK THAT SPEEDING?

     Sorry for posting this,I just want to make sure that can really a freecop pullover a high rank officer that is speeding and wrecklessly driving and not in Code 3 or Code 2 . I hope I could get clear answer about this. Please , give me some clear answer!

For the 5th time, NO.
Only high ranks can pullover lower ranks, and only in RARE situations!
