Update of forum impending

Because the forum was out of date. They didn't just update the theme, they updated the actual forum and portal systems. The old theme shouldn't of even been used. It was a legacy theme that had lost support 2 major versions ago, and was actually a security threat.

I'm about to start working on VCPD's now. Hopefully it will fix some things.

Edit: Fixed the boards that MTA:VC VCPD ranks can access now. Still need Gandalf so I can go through and edit what each rank can do moderation/administration-wise. Those who were able to suddenly see boards they shouldn't after getting a MTA:VC VCPD rank should now not be able to anymore. Going through the ranks, there were some pretty critical bugs regarding who could see what. Some VCPD ranks couldn't even access the SAPD Investigations section to make reports on bad officers, yet Civilians could. There was also another critical bug in which MTA:VC VCPD ranks in some cases were able to see the SAPD Accepted As Cadet boards, which are normally hidden to everyone except SA:MP SAPD Cadets and above.

Second Edit: Vince and Pancher, we have to figure out a better ranking solution for SA:MP SAPD. Each department's specialty hidden boards are now inaccessible to users in that department due to the generic ranks. I can't even see LSPD's Officer+ Desk board anymore, that is there specifically to keep track of the activity of units. I'm sure other departments are running into similar issues too.

Nope. It's a legacy theme for SMF1. They are not compatible with SMF2. It's so old that I'm fairly certain the original author that made it doesn't even make themes anymore.
