Why do you want to join San Andreas Police Department?: to make money.. I dont like becoming a cadet because many cadets do abuse.. not like higher cops.

I played in argonathRPG for about 1 month, I think I'm quite good at shooting criminals, and have got caught some criminals as a cadet. I always ask surrender before shooting a suspect.. I need money as a mafia as well so I want to be police.. but not just cadets/free cops.. higher rank cops.. thank you..

I advise spending more time learning the rules and laws of the server and region.

As someone who has not been on for that long you need more time to get an idea how ARPD operates (we the guys in dark blue!).

Learn the regulations and carry out cop work to the best of your ability in the meantime.  This will give you the experience to make it into ARPD and will also give you a chance to really see if its what you want.
