Do I have to start my training on the date I was givin? (6/5/12) or can I start earlier?

The rule is the same for everybody, you may not start before the date given.

Thanks for clearing that out. Another question, Is entering LSPD garage (Outside) of it tresspassing?

IF a Civilian enters it , you ask him to leave if he refuse you can suspect for tresspass.

Notes of Operation:
Goran Silencio was at Los Santos Police Department and Alexander Luciano had him at gun point and told him to get on his bike. Mr. Luciano, the kidnapper, drove off with the hostage and Goran contacted the police via radio. His radio kept cutting off and everything so I image Alexander assualted him and possibly had him tied down. They drove all the way to Mordor that so they can't be found. However the SAPD knew where they were at due our Air Unit Alejandro Hansen. In Prickle Pine, Senior Officer TinMan and Officer AirOne. got cops together and lined up. At this time FBI TheRock Kolta was on the phone with the kidnapper. He ordered us to go ahead and block the Mordor road. We blocked the entrance to Mordor and then TheRock Kolta moved in by himself to talk to the kidnapper which I'm unaware what his demands were. About two minutes later, the kidnapper was driving towards LV on a NRG and all the SAPD and ARPD units successfully pitted the kidnapper and hostage into the water. The kidnapper was shot and killed due to several warnings to surrender he refused each and everyone of them. Also, the kidnapper managed to get on land and attempted to kill the hostage but we dropped him. The hostage Goran was saved by rescue team and we continued our day from there on. 

*Assault team was not established yet.
Due to the scenario of the kidnap, an assault team was not needed, yet as TheRock Kolta was still negotiating and we only had a police road block setted up at Mordor road. Senior Officer TinMan and Officer AirOne. was going to get one started but the situation was too fast and over with.

You have already all PDs Sections you just need to click on LVPD section and create your desk there and start post patrol reports on ur desk also it's recommended to check LVPD section and read all sticky topics.
