SA:MP - Applicant's Guidelines(Unofficial)
« on: September 16, 2012, 08:57:41 am »
Following tips showed here will make your patrol more effective. This guidelines are unofficial as long as they are not approved by someone from SAPD Upper command. Tips showed here are not rules.

1. Know the law.

Since you already reading this topic it looks like you decided to join law enforcement. Therefore remember that as an ARPD Officer you are first and most common law protector. As an Officer you have to understand and follow the laws you are protecting (ex. avoid speeding), using Officer skin and braking the law to avoid getting suspected in considered as script abuse and won't be tolerated. You don't have to follow SAPD regulations as long as you are not SAPD member but it's recomeneded to follow them as well (to get use to simple procedures).

First and most important thing is Argonath Constitution(Updated one)

2. Discipline.

People which are a part of SAPD passed tough way to earn rank of SAPD Officer or higher. Therefore treat them with respect. Try to use "Sir" form in role-play as long as a member will request you to quit it. On police radio and on Team Speak "Hey you" form can remain. SAPD members which are on Sergeant level or higher are well experienced members and their tips should be your priority. Rank can be checked by /rank ID.

You can always salute to SAPD Sgt.+(using "/me salutes to..." and/or "/salute") but remember about simple rules about it.

Don't:
- salute to SAPD member which is in car (or when you are in car and he's of foot)
- salute to SAPD member which is just running by next to you (if he's in hurry he won't respond)
- salute while in shoot-out (just for your own good)
- salute one by one while there is more officer in line with you (salute together after you lined up and ready)
- salute to SAPD member which is off duty or undercover (common sense)

If you don't like somebody which is Sgt. or higher rank in SAPD, remeber that:
We don't salute to the person, we salute to the rank. So your saluting is to show respect to all that earned so high rank, not to this particular person.

Links: http://arpd.argonathrpg.com/forum/index.php?topic=31.0- ranks and role description.

3. Radio communication

Before you will even think of going for patrol alone, find yourself patrol partner or even join patrol as 3rd person in cruiser. Ask them if you can operate the radio and learn by practice. The first thing you must learn is radio codes, without them communication becomes really hard, list of police codes used on Argonath can be found here:
SAPD Codes

Simple rules to remember while using police radio(/r):
- person operating radio is always front seat passenger as long as it's not stated otherwise
- use radio BEFORE you start drive-by on a suspect
- make your message as short as possible using codes(don't put unnecessary info)
- avoid arguments or discussions on police radio (it's for emergency/ patrol purposes ONLY)
- make sure to state exact location and/ or suspect ID
- avoid caps lock, use big letters only for things like: SAPD, FBI, SWAT, or first letter of someone name
- ALWAYS report when you transporting the suspect(Code 10-15), especially when he's cuffed only in RP way(without /cuff)
- make sure to state what unit are you, depending on jurisdiction- LSPD, LVPD, LVPD or County, call-signs like FOX or DOG are cool but they don't say anything
- avoid spam
- allow FIRST unit in pursuit to update suspect location (if there are 3 cars after the suspect, only passenger of 1st one is updating)

(/e) Radio is used to communicate with other emergency services like EMS (Paramedics, Doctor), or Fire Department(FD), on Emergency radio always identify yourself as ARPD (or SAPD) and than say your callsign(like LSPD-2).

Way to report units inside the car:
Before you will select call-sign for yourself make sure to identify units inside the car. Following example:
U(Driver ID)A(Front passenger ID)B(Left back sit passenger ID).

Police Radio: U28A46 will be now LSPD-2
Next time you report, you reporting in just as LSPD-2, example:
Police Radio:  LSPD-2: Is 10-76 in C3 to 207 Red at Santa Marine Beach
^no more need for U28A46 report, as you are loged in as LSPD-2^

Radio short-cuts:
L.S.P.D.- unit patroling Los Santos jurisdiction, same goes for any other short-cuts related to the dept. name
BU- Biker Unit, officer that is using a motorbike
AU- Air Unit- Officer in helicopter or in a plane(private plane can be used for patrol or pursuit)
PC- Patrol car
SC- Supervisory car (all officers in car are part of lower or higher command staff so-> Sergeant+)

4. Know where you are

(Need link for map with location names)

Make sure that you ALWAYS now where you are in case of some situation happens. When you reporting on police radio, don't use /r /area me guys, i need help. If you know locations of LS, stay in LS. There are huge locations in Red County or Flint County when you can't describe where you are. Avoid saying: "/r I can see some trees here, find me, Flint County". Use last known location like: Flint County Intersection, and than give direction to follow, for example: "/r Code3 chase on SU49 is now off-road, South of Flint County Intersection, we are around train tracks" or try to give as many details as possible (lake, mountain, sand road, tunnel).

5. OK, time for patrol

Patrol car is the most common used car by ARPD. Avoid using civilian cars(no siren available). Speed limits(by Argonath Constitution) are:
- 80 km/h in city zone(limited by 300 meters from nearest local street)
- 120 km/h in County zone
- Unlimited on highways

But there is one thing that everyone should understand and remember. Police cruiser is called "Patrol Car" instead of Race Car for a reason. It should be used to slowly patrol around the specified area- therefore I strongly recommend to anyone who is a part of ARPD to not just hold to speed limits while not in Code3(lights and siren) but to drive even slower. Why? While passing 80 km/h trough for example Idlewood we or our passenger won't be able to spot any crime incoming and prevent it. I strongly recommend to drive around 40-55 km/h while on patrol to be able to see all of the details around us- you are on patrol, not on race.

Role of passenger:
Passenger of police cruiser should be constantly updating on police radio about current location. While there is some car incoming, passenger should use /speed (driver ID) in order to see if driver is holding to the constitution limits)- pullover procedures will be described in different section.

Usage of buffalo:
Undercover SAPD buffalo can be used only for high speed pursuit (if suspect is using NRG for example).

Usage of police motorbike:
Motorbike shoulod be used to patrol highways(cause of high speed that can be reached by pushing lean up key), but remember that it's hard to update pursuit while being alone on PD bike (recommended only for Team Speak users).

Usage of police helicopter:
Similar to Patrol car. Slowly patrol airspace, make sure to have passenger which will update and/or call ground units. Also if you have a helicopter make sure to join high-speed pursuits(helicopter can cut way of the suspect or even stick to the NRG if pilot is skilled enough. Avoid using helicopter alone and if you are not good pilot.

6. First pullover

Remember that you should enforcing the law among citizens NOT by killing "orange dots", you should jail or warn them instead. For example person that is violating traffic laws(driving on incorrect lane, speeding, making U turns on bussy road or causing car accident) have to be pulled over and can't be suspected right away. For traffic laws refer to constitution(section 1).

Time for pullover.
First thing to do is to see the violation. If suspect is speeding, you HAVE TO check his speed by /speed ID, saying: you were speeding cause I think you were over 100 km/h is invalid pullover reason. Try to screen-shoot violation(F8 button) or make sure your driver also saw it, also make sure it wasn't just lag or that you wasn't braking traffic laws yourself.

2. Turn on the siren before you speed up in order to pull-over person.

3. Passenger have to use /m1 (Police, pullover) around 3 times and make sure that person requested to pullover seen that (range of the /m1 is around 3-4 cars around you in all directions), if driver won't stop after that suspect him for "evading(pullover reason)" or just "evading" and report pursuit in radio.

4. Driver have to stop the car on the RIGHT side of the road, if he won't, tell him on /m (megaphone) to follow you and stop at proper place. Make sure your pullover doesn't bring more danger to the traffic than violation itself.

Stop in the way that will allow your passenger to rotate safety around citizen car. ^This^ way will protect you even if someone will hit Patrol car in the back(nobody will get hurt). Make sure to leave the flashing lights on before exiting a car.

5. Passenger have to report pullover on the police radio, put in: your callsign, location, driver id, driver car, violation and if you need assistance.
Caution!: If there is more than 2 people in the car or they are known to be armed and dangerous, request assistance in C3 and don't approach until backup arrives. Driver in same time have to request driver trough /m (megaphone) to turn- off car engine and remain in the car.

6. Patrol Car driver have to quit the car and get ready to suspect the person if he will start to evade. Passenger slowly approaches left side window of the citizen car tell him why he's being pulled-over(tell also your name) and than he has to ask person to take all his documents, like passport and driving license, than step out and sit on the BACK of patrol car. It's for your own safety, as soon as citizen is in patrol car it will take some time for him to take out weapon or run. If person refuse, ask him 2 more times and warn that if he won't follow he will be suspected for disobeying "law enforcement order".

7. When the person is in your cruiser radio operator of police car questions him about reason of violation and tickets him or warns according to crime(ticket maximum is 250$ ARD). During that, driver can sit on the passenger sit of the citizen car to see if it's not stolen(non-rp: you will see car owner name)(rp- check engine numbers and compare to police database)
Caution: If it's new player with no driving license, tell him how to get one and tell him what he did wrong, avoid ticketing.

8. If person will pay the ticket, warn him not to do it again, give back his documents and let him go. If he will refuse warn him that he will be suspected for the violation he committed if he won't pay the fine(make sure he understands that) so that means he will be investigated if he requests so, if not he will be just jailed(give small amount of time- no more than 50 sec.)

9. If he paid, let him go and secure his re-joining to traffic(make sure it won't cause car accident)

Good job! You just made proper pullover!

7. Pursuit

Some criminals might not be so quick to stop when you asking them to. Now it's time to for you to join some movie cops action.

1. Turn on siren of your cruiser and speed up. Now you can ignore some of the traffic laws to detain criminal.
Caution!: You are not only user of the road, avoid crashing citizens on your way to get criminal(that's not the way)

2. Radio operator(front seat passenger) should tell about the pursuit in police radio, report should include:
/r (Unit call-sign), (quick info about using Code3), suspect ID, suspect car, current location and heading
Example:
LSPD-1, C3 pursuit on Su55, suspect is using black NRG Motorbike, Market, LS- heading Vinewood.
Caution!: You don't have to know all the cars by name, use some well known car markers like:
Motorbike(everything on 2 wheels)(or bike), Bus, Truck, Sedan(every 4 door car which is slower than SAPD Patrol car), Fast car(2 doors fast cars, sultan), roofless car(gangs using them often).

Situations that might occur during pursuit:

a) passing-by
ALWAYS ALLOW FASTER UNITS PASS NEXT TO YOU. PD car maximum speed is around 177 km/h and it won't go faster. Highway patrol unit(HPU) will go a lot faster than that. Same goes for PD motorbike(only on highway), so if you see unit faster on your back, turn to the RIGHT line and let them trough.

Patrol car marked with green circle allowed faster, unmarked PD car pass- so he helped much more in pursuit than guy marked in red who slowed down faster unit. Allowing criminal to take advantage. AVOID IT!

b) allow Patrol cars with more then one person to pass next to you(slow down and pull to the right)- if they have person available to drive-by they will be more useful on the front shooting criminal than on your back, shooting your car.

c) NEVER follow criminal with more than 2-3 PD cruisers, as this just creates a huge mess during criminal turns or when criminals starting to drive-by. If you see that some cars are in pursuit already, go around, try to make a roadblock, get out of the car which is blocking his way and try to shoot(shooting to suspect evading with car can be done with ANY weapon, m4 and smg are recommended here)

d) While drive-bying ALWAYS shoot a head of the suspect which is on your screen. Cause of SA:MP lags he's way more to the front than you see him

e) Avoid joining pursuit straight after criminal passed you, let units which are already after him pass first, wait... and now you can go.

f) use P.I.T.(Pursuit Intervention Technique), video available:
http://www.youtube.com/watch?v=M3kT7iw81-I
About video: From 0:55 the ^top screen^ is what YOU see in game and lower screen is how CRIMINAL sees you- difference is about lags- higher ping means you have to move more to front before P.I.T.
Caution!: After the P.I.T. target is to stop as close to criminal as possible to block him and allow your partner to shoot his tires while he's on foot.

g) If you just died or your forgot to go on duty again(to receive weapons) DON'T engage suspect without equipment.

3. During whole pursuit passenger of Patrol Car have to update the pursuit with proper informations:
/r (Unit call-sign), (Pursuit status, ex. C3), (Suspect ID), current location and heading(where is he going to possibly)
Caution!: On highway add "line of travel", correct line of travel is right lane, incorrect line of travel is left lane.
Examples:
Police Radio: LVPD-1 in C3 chase of SU107, Harry Gold Parkway, heading South, Incorrect line of travel
Police Radio: LSPD-1 in C3 chase of SU107, at Pershing Square, heading to Idlewood
From time to time add suspect vehicle description(see point 2)

If visual is lost(you can't see orange dot on your radar) he have to do /area (criminal id) and tell the driver where exactly criminal is with /l (local chat)

8. Duty equipment

I know all of you would like to know how to shoot and not get killed. Well, it doesn't quite work that way, all I can say for now is that ARPD officer is choosing if to die or not to die in the line of duty during shoot-outs. First things first.

1. Before reporting that your and your partner are available to respond, make sure you have proper equipment to deal with criminals. Standard duty equipment is:
- pepper spray
- deagle
- nightstick
Before you will go for any shoot-outs I advise you to go to the ammunition and get yourself something more for protection. To pay ONLY for bullets, not for the weapon you can ask for example SAPD member to give you 1 bullet of SMG.

Driver gear(recommended):
- standard duty weapons
- around 60 rounds of regular shootgun
- around 180 of SMG
- modern body armour (500$)

Radio operator(passenger gear-recomended):
- standard duty weapons
- extra 250 of spray can (so 500 in total)
- around 120 rounds of regular shootgun
- around 300 bullets of SMG
- modern body armour (500$)

2. Make sure only ONE of you buys SMG and shootgun, later on you can give 1st bullet of it to your patrol partner to avoid paying for gun itself(pay just for bullets). You are not obligated to take such weapons, but I strongly advise to do so as they will make your job way more effective and less deadly.

9. Shoot-out

It's time to show some skills in combat. First as soon as you see the shoot-out make sure that you or your partner reported shoots-fire on police radio. Right after that stop in some range from criminal- don't run towards him right away as you will be just easy target. Always hide and use cover and common sense. Again remember that your life is a priority here, so don't come too close and pull back if you getting to heavy fire. Make sure to don't left anyone behind.
Ways of covering:
Driver cover:

Front seat passenger cover:

And corner- cover- use it while no PD car available or in buildings:

10. Investigation

Finally. You got the suspect surrender and in your car, what now?
1. Driver have to transport criminal to the nearest available police station- follow traffic laws while doing it, no need to hurry.
2. Passenger(radio operator) have to report that the criminal surrendered and that he's cuffed+ inform that no more assistance is required.
3. Passenger have to read Miranda rights to the criminal, you can do it by /mir
4. Inform person what he was being chased for(check his /crime (ID)) and ask him if he understands his charges- if not explain them to him
5. At PD you can go to jail the suspect using /jail ID Time command, jailing time is up from 25-180. Make sure to jail people for proper time(avoid jailing for 180 if he was just pissing in public and so on)
6. If person request an investigation you have to provide it, let him to explain the situation- maybe even call officer who suspected him to clear the whole story up.
7. Prove to criminal his crime, you can prove it by:
- testimony of eye witness(example- suspecting officer)
- killing is an auto-suspection(no need for proofs)
- evading validates the crime- if he was evading from crime scene he has no right to get un-suspected
- tell him you saw his crime if you actually did- again no need for proofs
If you won't be able to solve the case on your own, call higher ranked member, either from FBI or SAPD, they will help with it.
If person will be find not guilty request un-suspection trough the police radio, don't spam it, ask nicely. In case there are not any people in SAPD available to do it, you can ask admin via PM.
8. Report criminal jailed or investigation closed and return to regular patrol. Well done!

Everything posted here is just a guidelines. I can't predict each and every situation so I just posted most common ones. Stick to my advices, learn from older SAPD members and everything should be fine. Dismissed!

Its good that you marked 'knowing the law' as first thing, because officer is actually supposed to be the law representative, which means he must know the law, Ive seen officers who actually doesnt know the law and do what they want.
 Good job with the guideline.

Thank you Captain.

Again request to volunteers, I need pictures or paintings(yes, I know I'm not master of paint) of showed situation+
- allowing to pass for units with officer able to drive-by(similar as showed by me, but with drive-byer exposed)
- showing to how to allow currently pursuting units pass(Not to join pursuit directly after criminal causing crash)- so to stop, let other PD cars pass, than join pursuit
- some good movie showing P.I.T manuver- would be great with 2 screens(showing person pited and person piting)

Incoming:
- Shoot-out (how to not get killed)+ what and how to use weapons(no need to spend 4000$ on equipment in each patrol)
- how to perform investigation (no need to call whole SAPD for it)
- update of radio communications with shortcuts(BU, HPU, AU, PC and so on)
- organized patrol
- Communication on patrol channels for Argonath TS

Anything more should I add?
If bad guy throws a rock on you, don't throw it back- it will change you into criminal as well.
