First of all i wonder if the SAPD Command staff can dismiss all none related replys here that have not been requested to post here by Mr Hugo.

2nd of all, are these reports made in the terms of RP or not?

Do i need to contact my lawyer before i give my statement to this?

Please provide the rule which mentions anything about Hunter and when Hunter is allowed to engage.
And yes, Hunter is allowed to shoot the person on sight who decides to shoot the pilot first as he's life is in direct danger. If anyone of you, from the bunch of people, did that earlier then you had to face conesequenses.

We only see that you're reporting Pancher for using the Hunter, but not providing evidences from what happened before he spawned the hunter. Hunter has been used by SAPD for more than boats and aircrafts. In fact, Hunter is not used against aircrafts, nor boats if I'm right, but standard vehicles who require such assistance. From the picture I've seen, I do not see that you roleplay anything but perhaps are there for the shooting and the action? Ronnel made a statement that if you're not in Argonath to roleplay then stay out of it. I do not doubt when I see the evidences from this report 'till now that you were heavily armed with M4s and Combat shotguns, maybe a sniper rifle also. How could an ARPD officer outrun you guys using ARPD supportive standard duty equipment? I think there's a background story from this, where as you've been evading the police for long enough and killed enough officers. In Real Life, if several vehicles, fully occupied would instantly shot and kill police officers, then a SWAT team would be called, if this was impossible(like it is in Argonath at this time) then you would have evacuated and done something similar like this, maybe block off the whole city and send the army after you, but this is Argonath. There's a limit where you can kill before getting a hunter after you and I've been one of those who had a hunter in my ass when evading cops and killing 10 cops in a row without dying. It's normal. You just show that you're discomfortable with the fact that you do not have free limits in this server and now want to settle a personal score against Pancher.

You are not related to this case, nor you were asked to post, however, I will answer to your statement.

We were suspected and carried on at Market, Los Santos. At this moment, we were only two, I and Aleksandar.
Then two more cops came to assist the other one, they PIT'd us and we fell off the bike while trying a stunt, they got out of the cars and started shooting as they noticed that we were armed as well (they gave warnings before so they were allowed to engage on us), we then shot back and we killed them.
One of them then comes back and starts punching us, I killed him three times while Aleksandar was trying to take off the bike from the place where it was (cannot explain it too well, it was kinda stuck on a wall).
We met up some friends, killed two more cops because they engaged and we went up to LVAP.
We met Charlie Corleone there and he told us that he was coming on peace so I told them not to shoot on the CB.
He then starts roleplaying with us that we were stealing his donuts. Someone from us noticed a Hunter coming towards us and announced it on the CB, so we got into the car and started running away.
Pancher, without any god damn reason starts blasting us and shooting with Hunter's Miniguns - we still did not shoot back.
Everything after this can be seen on the video.

Apolagizes for not showing the roleplay, but I only took the video when I noticed that Pancher was shooting towards our car.

Anyway, Charlie Corleone can post on this topic, saying that we were roleplaying with him and we did not shoot the Hunter.

No, we did NOT engage on the Hunter at anytime, even after Pancher shot towards us.

I do not think so.
I have checked other reports and there is no roleplay on any of them.

The fact of the spawn been made with his Manager rights has nothing to do with this report, I already reported that to [email protected].

How would you know the Heavy air rules and policies?
Why would SAPD take the culpability if Pancher spawned it via his so-called "Management" rights?

That way, we cannot question or denunciate Pancher of anything unless his done something OUT of the Heavy air which is against the SAPD regulations. The heavy air part is left to the Head Administration.
Vice-versa if a ARPD Officer part of the Management spawned a Hydra and starting shooting a suspect. We cannot do a single thing about it as that is not part of our commands or regulations.



In regards to the topic:
People who just posted with an excuse stating i know this and that without being involved. Warned and post removed as stated in the report regulations.

I don't know, I just thought that I should report if he went against the rules and, as I already stated, as far as I know, he cannot use such lethal force against cars or on foot suspects if they did not engage on the pilot or shot at the vehicle...

I did not say that I know all the regulations or so, however, I have heard people talking about the Hydra and Hunter usage already.

Yet again, what does SAPD have anything to do with it? As i mentioned earlier.. It's not our issue or problem from the point a server command is out of our boundaries.
In this case, Management might have their own regulations on the Hydra/Hunter use.

From a management position there is such a simple thing as calm and safety on server. When it seems clear that there are a number of suspects having no intention of surrendering or getting rid of their warning level and intent on causing as many deaths as possible the management has several options.
What I notice in this case is that you have been aware for a long time that there was a heavy threat above you, and had multiple times that your transport was blown up giving you every chance to surrender. As your behaviour made clear that you had no intention of surrendering until killed by firepower the decision saved numerous lives of officers.
Should this not yet be added to the heavy fire manual, it will be done shortly so that not only the management is able to use this.
