1. Officer [Rstar]Pancher - He spawned a Hunter with his Manager rights and engaged on a bunch of suspects on sight without being engaged first.

Also, he cannot use his Manager commands to spawn vehicles that he cannot spawn with his police's commands, but that is another thing that was reported already anyway.

I was with Aleksandar. at Market and an officer suspected us.
Then two more officers came by and started chasing us.
We got our bike stuck on a wall so we jumped out of it and started shooting as the officers started shooting first and gave us warning to surrender.
We killed those three, but one of them then was always coming to us from his spawn location which was near and was always punching us, not letting us get on the bike, we killed him around three times.
He then quited from punching and carjacked us, I carjacked our bike from him and we then started evading again.
The three cops came and started chasing us again, we were evading and I was drive-bying at the same time.
After that, I don't remember well, we met Clown. and Albert Soprano somewhere.
We were evading again and went up to Idlewood PNS, where we met a cop who was always ramming us and carkilling, therefore we proceed to shoot him down, but he got bugged or something and was not losing any HP.
He then went away, so did we. We went towards the Ammu-Nation to get strapped and met Terro. and Fher.
We went towards Las Venturas because of something that I do not remember. Our car blew up at Las Venturas stadium so we took one of those Vincents from Argonath Veterans Driving School.
We decided to regroup at Las Venturas airport so we could re-organize.
That is when Charlie Corleone comes by and says that he is coming in peace.
I told them on the CB not to shoot him.
We then started roleplaying that we were stealing a donuts' box from him.
That is when another cop comes by and tells us to surrender.
They started shooting him and I spammed the CB three times, telling them to stop shooting.
Then Pancher comes and shot us like warning us, I presume.
We then get into the cars and we go towards Caligula's casino.
Pancher makes our car blow up and we then went up towards Starfish casino, running and jumping while Panchers sends bombs towards us from his Hunter.
One cop comes by and starts shooting at my friends, I then engaged on him as well by shooting with an AK47, he then turns to me and starts shooting at me, I took out my Combat Shotgun and start blasting him and when he is out of HP, he tried to run away, but someone shot him down.
Finally we find a car, a Nebula, I take it, pick up Clown. and Aleksandar.
When we are about to go away, Pancher starts shooting our car with his Hunter, making us blow up.
We then try to get the Nebula again and he blasts us with his Hunter, that is when we die.

I Brian Blaze also once contacted Pancher about enganging us with a Hunter while he was only a Senior Officer, he did not had any comment against me, he also fired me with a M4 while I was not armed but thats not on this case,
Sadly I have no evidence of this.

It's not the first time that he engaged with a Hunter against me without being engaged first.

One of the other times was at Red County. He told me that he was just warning me and not meant to actually shoot me...

As far as I know, Hunters and Hydras cannot open fire on the suspects unless the suspects shoots at it.

The fact of the spawn been made with his Manager rights has nothing to do with this report, I already reported that to [email protected].

The thing is that he started blasting us without getting shot or being engaged on and, as far as I know, it goes against the SAPD rules.

  What an absurd report.

  There should be awards given to the craziest police reports like this in the next SAPD Ceremony.

Dear SAPD, this is NOT my report but I just want to like to tell something
Pancher was a chief of the SAPD and is a manager of the server but still. He used HEAVY fire arm on SAPD duty to kill suspect using rockets of a air support aircraft (hunter) I got told by admins captains and FBI members that this is only allowed when the 'suspect' is in a water vehicle (boat or hoovercraft) or fleeding in air. It is not allowed to shoot suspects on the ground UNLESS granted by the deputy chief or higher to open fire. I do not see anyone said that he granted allowance to open fire, nor they shot the hunter so its abuse of firearm by the SAPD, I think this needs to be made clear. I guess you are just protecting pancher because he was a ex-chief, but the report is Abuse of fire arm on suspects that not engage nor were in a aircraft or water vehicle nor granted allowance to open fire. As reminder, this is not my report just assistance to the reporter.

We only see that you're reporting Pancher for using the Hunter, but not providing evidences from what happened before he spawned the hunter. Hunter has been used by SAPD for more than boats and aircrafts. In fact, Hunter is not used against aircrafts, nor boats if I'm right, but standard vehicles who require such assistance. From the picture I've seen, I do not see that you roleplay anything but perhaps are there for the shooting and the action? Ronnel made a statement that if you're not in Argonath to roleplay then stay out of it. I do not doubt when I see the evidences from this report 'till now that you were heavily armed with M4s and Combat shotguns, maybe a sniper rifle also. How could an ARPD officer outrun you guys using ARPD supportive standard duty equipment? I think there's a background story from this, where as you've been evading the police for long enough and killed enough officers. In Real Life, if several vehicles, fully occupied would instantly shot and kill police officers, then a SWAT team would be called, if this was impossible(like it is in Argonath at this time) then you would have evacuated and done something similar like this, maybe block off the whole city and send the army after you, but this is Argonath. There's a limit where you can kill before getting a hunter after you and I've been one of those who had a hunter in my ass when evading cops and killing 10 cops in a row without dying. It's normal. You just show that you're discomfortable with the fact that you do not have free limits in this server and now want to settle a personal score against Pancher.
