Although I'm unrelated to the case, due to the timezone differences, I've seen him online a few times, and have notified him.
I've also notified him, now that we know he's notified I can give him 24 hours to reply here or actions will be taken without his statment.

If possible, get his activity to assist Omar in the report. We will try our best to get a statement from him, if he says he doesn't want to give one, we can proceed without his statement.

I will still stand by the context of the report and won't change my opinion about the situation.

What I do want to note is that Garish should progress from this report, even though it puts him in a negative position. The report was made to inform the ARPD authority of this behaviour, but the actual meaning isn't to simply 'punish' Garish for what he did; it is to show him and make it clear why he was punished, why what he did was wrong and how he could better himself to prevent future recidivistic patterns. It's possible to just lay a temporary copban on him, notify him on the actions taken against him, but what does he make out of it? He's obviously working on orientation within the criminal side, joining Colombo.
Plain punishment shows him that being a freecop is easy to get into trouble, doesn't really amount to anything and basically puts being part of the ARPD in a negative perspective.

If he is properly informed and adressed in a way where he is on the same level as ARPD authority, in the form of thinking and acting and sees reason and logic in his punishment; I will have achieved the highest form of acomplishment from writing this report.

Yeah Dutchy I understand that, and that's the main objective of this board, to make sure the officers learn and never repeat mistakes again, and that's why you'll find many reports comming out of here with a warning only, because our main objective is to teach them, but that officer doesn't even care, he doesn't even want to come here and post his statment, so I can't hold his ear by force and teach him, so in that case he'll keep getting punished till he's willing to act properly.

The record states that he was Ajailed by [WS]Caltson for deathmatching on the 19th of January 2013, if this is related to this report, lock it.
If not, justice still has to be served.
If the SAPD feels justice won't be required, lock it.

I didn't make this report so that I would benefit from it, I made this report so that this ARPD officer would learn from his mistake and the ARPD staff quality would be improved by 0.001%.
So don't ask ME if I feel the need to continue this report, as that is a question to ask either yourself or your superiors.
I've said all I had to say, it's up to the SAPD to make this call; lock, continue, I don't mind.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the December the 7th  2012, at 17:02 HOURS a report was submitted by Dutchy as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Sergeant Omar Aly
- Deputy Gould

The summary and conclusion of the report has now been decided and will be released to the public.

-- The defendant was told about the report yet never came to provide his statment.
-- The reporter was successfull in presenting valid and clear evidance.

-- In conclusion, ARPD Officer Garishfour_ColomboT has been issued a suspension from duty for two days.

If the verdict of this report seems unfair to anyone, you can report this to me to a Deputy Chief via an ARPD Forum PM and we might reopen the case if your argument is valid enough.
