[NON-RP] Report on Sergeant Omar Aly
« on: January 06, 2013, 06:50:28 am »
Directed to: SAPD authority.
SAPD Officer Policy violators:

1. Officer Name - Omar Aly - Failing to forfill Sergeant duty
2. Officer's Department - SFPD

Let's start off with that I do not know Sergeant Omar Aly personally nor ever talked to ingame so this is not directed to him in a personal offensive way. This is simply a report about him not being able to do act in a way like I expect an SAPD Sergeant to respond.

I reported an ARPD Officer on December 31st (http://arpd.argonathrpg.com/forum/index.php?topic=28821.0) with evidence that showed him admitting as well. Before Sergeant Omar Aly had responded, the Officer had already responded and admitted to the crime I reported him for.

I doesnt do cop jobs all day,at that time I wanted to help by being corrupt,I dont care being cop banned.

This made it an extremely easy report for the person who was going to handle this report, which would turn out to be Omar Aly.

This is Sergeant Aly, I will be handling this report

So you don't care if I give you a copban or not, and you'll continue acting courrptingly?

Now, the reported person fully admitted to the crime as well as stating that he couldn't care less about a copban. To me the reply Sergeant Omar Aly gave doesn't sound like an investigation or handling a report but simply gathering more time because you don't want to / don't have time to handle the report. Or perhaps I missunderstood it and this is the default reply you're supposed to post in a report if you're an SAPD Sergeant?

Compare it with what I wrote underneath incase anyone reading this report doesn't understand what I've written above.

(AirLiuzzi.) Store Owner: This kid stole candy from my store.
(Vincenzo.) Thief: I stole your candy. However, I do not care about the punishment.
(Omar Aly) Officer: So you don't care if I give you a punishment, and you'll continue acting like this?

These are the kind of questions that do not make any sense at all.

I had written a reply on the report to help out Sergeant Omar Aly to solve this case easier and stated that it shouldn't have to take a long time to solve this report as the suspecting Officer had already admitted to the crime and stated he couldn't care less about a punishment. It was something like this:

I doesnt do cop jobs all day,at that time I wanted to help by being corrupt,I dont care being cop banned.

So you don't care if I give you a copban or not, and you'll continue acting courrptingly?

Today, approximately 7 days after starting the report as well as receiving the confession of the suspecting ARPD Officer, I noticed there was a reply as well as a removal of my previous post (Stated above). Sergeant Omar Aly had changed the message into something that was like "I did not ask you. Do not tell me how to do my work or this report will be closed".

I am not telling you how to do your work. Just do your work. I understand people can be busy, but then either do not accept the position of a Sergeant or simply don't reply with a message that makes absolutely no sense and it's simply made to create extra time.

If you have enough time to edit my post and so on, you've had enough time to see that this report was full proof and had no reason to take over a week to get solved.

I accidently messed up your warning, tried to get it copied and pasted, so I replaced it with underneath.

(Messed it up, sorry for removing the warning. Feel free to replace this message with the warning again.)

Date: Sunday, January 6th, 2013
Time: Starting at December 31st 2012 until today's date

Signed

ARPD Officer AirLiuzzi.

Alright for your information, I need to gather both statments before handling a report, as I read your statment carefully, I needed the reported officer to post his statment. And just for your information I've posted that action will be taken in 24 hours, and my job is to make sure this officer knows his mistake, not give him punishment, ofcorse he's getting punished but I need to teach him a lesson and make sure he stops acting corruptingly, because punishing him only won't cause any diffrence my aim there was to question why he did it not what he did, but unfortenately as you think we're all no worthy people and have no respect to us you went to fast with the report failing to read my message that action will be taken

If no answer is given within 24 hours, descission will be made.

I have the right to handle my reports the way I want as long as the outcome is fair enough and as I said, action will be taken within 24 hours.

Just to add...

not being able to do act in a way like I expect

My job is not to act in the way "you expect" my job is to act in the correct way, and as I stated before I may ask any questions I like, take any time I want to complete report as long as the come out is fair for both sides, and I see this report as clear witch hunting and action will be taken with court after this report's outcome is out.

You already had the statement of the reported Officer, who completely admitted to the crime as well as he already did ingame. Asking relevant and useful questions is completely fine with me, but asking questions that are completely irrelevant and already have been answered in his statement don't make sense.

but unfortenately as you think we're all no worthy people and have no respect to us you went to fast with the report failing to read my message that action will be taken.

Keep it friendly, there's no need to start insulting on this report. I'm not insulting you, I do not expect you as a Sergeant to start insulting me.

Also:

Your quote on the report states a decission will be made if there's no answer from the suspecting Officer within 24 hours. A decission and taking "action" are two completely different things. Also, if my math isn't failing on me I see exactely 15 hours, 6 minutes and 49 seconds. Which is not 24 hours. So first you're taking forever to handle a report that already has all the proof in the world and his statement and now you can suddenly close the report BEFORE you even let those 24 hours go all the way for him to post his so called statement.

I see this report as clear witch hunting and action will be taken with court after this report's outcome is out.

I think you fail to understand what witch hunting means. I don't think we've ever spoken or ever even interacted ingame in any kind of situation. I'm having a hard time to see where this so called witch hunting is coming from. Unless this is just an attempt to get this report down, I don't see a reason for you to even bring that up and threaten me.

Leaving it for command staff as it's so ridiculous to post here. Also I'm really interested to see in which part of this report did I insult you. Please let me know to avoid doing it in the future...

I had made that bold in my previous post but here it is again.

but unfortenately as you think we're all no worthy people and have no respect to us you went to fast with the report failing to read my message that action will be taken

I've got a lot of respect for the people on the Argonath community. No matter if they're players, admins, ARPD, SAPD, criminals, enemies or whatever. Saying that I think all of the people here are no worthy and having no respect for them I take as a heavy insult.

As this report has gone off the rails as far as I can see, I will be checking all posts in detail as well as going through the prior report to overview the accusations made.

Both Sergeant Omar Aly and the reporter AirLiuzzi are to make any final statements they may have in a respectful manner, and I will request more information if I require it.

Thank you for stepping in Deputy Chief Sushi.

I've got nothing else to add, everything I had to say is written in my previous posts.
I'll check the report oftenly to make sure I can provide any information or ask questions when needed.

Final statements have been given. This will take more time to process as I am still in the middle of a lot of SAPD development.

Understood. Any idea on how long this will take?

If you're too busy perhaps another high rank of the SAPD could finish this report.

I have some time between the other things I have to do. I have read over the reports information and have again tried to deduce what Sergeant Aly is accused of doing.

As of now, I have seen that he has been accused of:
- Inappropriate behaviour in a post
- Invalid judgement in a report?
- Taking too long to close a report

A note. Forum work has always come second to field work and often reports especially are lost in the fray. They are important yes, but at the time; Omar was the only Sergeant that was around to handle reports too. This was also coupled with the several other ARPD Officer reports at the time.

Awaiting response from reporter.

Correct, as well as,

- Asking irrelevant questions to extend the length of a report (Asking questions that had already been answered + A complete statement from the defendant)
- Lying in a report. Once I've started this report he suddenly replied on the original report that the defendant had 24 hours to reply, which he then proceeded to close the report after 15 hours, 6 minutes and 49 seconds.

Also the disruptive behaviour of him throughout this whole report doesn't ammuse me.

Thank you for your time Deputy Chief Sushi and take your time on this, real life business comes first ;)

Signed,

ARPD Officer AirLiuzzi.

Hello Liuzzi,

I will be handling this report as fair and un-biased as possible.

- Lying in a report. Once I've started this report he suddenly replied on the original report that the defendant had 24 hours to reply, which he then proceeded to close the report after 15 hours, 6 minutes and 49 seconds.
If the defendant feels that he has been mistreated by this action of Sergeant Aly then he should forward the report himself.

Also the disruptive behaviour of him throughout this whole report doesn't ammuse me.
You showed us one post where Omar insulted you and I will look carefully into that, however it's really your problem if his behaviour does not ammuse you, as I do not see any other distruptive behaviour here. If there is and you find it necessary to mention, then please do.

- Inappropriate behaviour in a post
Will be looked into as mentioned in the last answer.

- Invalid judgement in a report?
'' If the verdict of a report seems unfair to anyone, you can report this to to a Deputy Chief via an ARPD Forum PM and we might reopen the case if your argument is valid enough.''
- Taking too long to close a report
It took him 3 days to close the report in total, most reports take much longer than that.

- Asking irrelevant questions to extend the length of a report (Asking questions that had already been answered + A complete statement from the defendant)
Will be looked into.

Thank you for reading and your understanding.

Signed,

Lieutenant Perry

This is a question direct to Sergeant Aly, no one else should reply to it:
Why did you ask him the question, when he answered it? Was it to extend the length of the report, as Liuzzi claims, or was it a mistake?

It doesn't bother me but I was stating a fact about his multiple incorrect actions in a report. First there are useless questions asked and it takes way longer then needed, then all of a sudden while giving the person 24 hours to respond it get's closed within 15 hours?

If it's true that an SAPD Sergeant can provoke and insult me by saying that I think you're all "noworthy people and have no respect to anyone here" and that is totally fine then I'm just dissapointed in the system.

The report was started on December 31st and closed on January 6th which comes down to 7 days, not 3 days.... Taking 7 days to close a report that has full proof in it and a confession of the reported Officer as well as stating he couldn't care less about a copban seems rather unnecessary. Especially asking questions that had already been answered.

There is no reason for you to make a report about it as the command notices such flaws too. Thanks for helping though.

Still a relatively short period if you compare it to other reports, and the so-called irrelevant question will be looked into.

Expect an outcome of the report soon.

I needed the reported officer to post his statment.

What statements you need?
