Biography:
As a young boy Vincent Always looked up to officers of the Law.
His father was a praised officer at the local police department.
Vincent decided he also wanted to be a police officer, just like his father.
When he finished his studies he spent alot of him time on research and training at
the local shooting range. At the age of 27 he moved to the State of San Andreas,
to give his career as police officer a shot.
He spent some time memorizing the streets and areas,
and finally decided to sign up for the SAPD.

Why do you want join:
I have always been interested in joining the police force, I even signed up for the SAPD last summer.
But, unfortunately, due to lack of time I was forced to withdraw my application.
Now I am back, still very excited to be part of the police force!
Ensuring the safety of people by (for example) arresting criminals gives me the feeling i'm doing something good,
it keeps me going. By joining the SAPD I hope to develop my skills as an officer,
and eventually become one of the SAPD's finest. Though this will be a great challenge, I will give it my best shot.

Patrol Description:
My partner and I started off our patrol at the LSPD, with the Los Santos HPU-Buffalo.
We were patrolling the central area of Los Santos. Soon a 207 call came up on the radio, and we responded to the scene.
The kidnapping was taking place at Mordor. Sergeant Drix was in charge of the operation.
Negotiations were going on, officers were covering the area and SWAT snipers made their way up the roofs and towers.
Eventually, the hostage (who is also a well known law enforcer) managed to get outside of the building.
Thanks to the quick and heroic act of all attending officers, especially Srgt. Drix the suspects were taken down quickly,
after they had come out and opened fire.
The hostage was wounded in the chaos, but survived in the end.

After the 207, my partner and I returned to Los Santos to continue our patrol.
We soon noticed a speeding car, and entered a short pursuit.
The civilian pulled over, we performed a license and passport check.
Since all his documents were valid, and he didn't cause any accidents,
we decided to let him go with a warning.

Patrol Description:
We started off our patrol at the LSPD and decided to scout Red County for possible crimes.
On our way there, at Market LS, we encountered an officer and a suspect on foot. The suspect coöperated and surrendered.
Since the officer did not have a vehicle,we gave him a ride to the LSPD. (The officer then took care of the suspect)

When we arrived at Red County, a C30 call came in from East Beach LS. My partner and I immediatly responded to the scene.
Arriving there we encountered 2 suspects in a Huntley. After I managed to shoot one of their tires they attempted to flee,
we entered a pursuit but they lost control of their vehicle. Thanks to good coöperation from all law enforcers there,
they were forced to surrender. We arrested one of the suspects and brought him to the LSPD.

Patrol Description:
Today's patrol was very quiet. there were alot of officers available, and many suspects were already being handled.
While patrolling around the area of Los Santos, an officer called in for backup on a traffic stop.
We decided to respond, the civilian complied nicely.

Later on we entered a pursuit on a suspect coming in from Las Venturas.
With the help of another officer we managed to arrest him near the Los Santos Airport.
We also entered another pursuit, but had to cease due to us losing our vehicle.

Patrol Description:
We started off our Patrol at the Los Santos Police Department.
As we were patrolling the area we saw a civilian speeding while using the wrong lane.
We pulled him over and he complied nicely. Since he did not cause any accidents and admitted his crimes,
we gave him a softer ticket, (50$).

After doing a quick check at the Ls-Lv Highway, we saw a civilian using the wrong lane to exit the highway.
We immediatly entered a pursuit as the civilian refused to pull over.
Multiple officers joined in the pursuit, and the suspect was arrested after being thrown off of his vehicle.
(He switched to an NRG during the pursuit)

A little while later my partner had to go off duty, and I continued patrolling alone.
A Fireman on duty was blocking the road at Idlewood with a truck,
I gave him multiple warnings to move the vehicle, but instead he attempted to flee,
after he had failed to comply and had become a suspect.
After a long pursuit I managed to disable his vehicle but, he still continued fleeing on foot.
With the help of another ARPD officer, the suspect was downed.

After continuing my patrol, I joined a pursuit on a suspect evading from other officers of the Law.
The pursuit went on for quite some time but we finally managed to disable his vehicle at East Los Santos.
The suspect was arrested and brought to the LSPD.

Patrol Description:
We started off our patrol at the LSPD.
While patrolling around Market, an officer called for backup at Pershing Sq.
We responded and when arriving on the scene we found a man assaulting an officer with a knife.
We downed the suspect with lethal force as he was a direct threat to an officer's life.

A little while later we performed an investigation on a suspect that was suspected for assaulting an officer.
After a long investigation, the suspect was found not guilty and the charges were dropped.

Patrol Description:
I started off patrolling alone around central Los Santos.
A 911 call came in about some civilians walking around with knives at Pershing Square.
When arriving at the scene these civilians already left,
but I went to the person who called it in and gathered some info. After writing it all down,
the men with the knives returned. I warned them multiple times to put them away.
They did not comply and entered the LSPD where they once again failed to comply after being warned.
I decided to suspect them, and with the help of other officers the scene was cleared.
I Only used LTL force (Pepperspray)
Sadly enough all the suspects died as they refused to surrender.
After the incident I went outside to inform the person who called them in earlier that the scene was cleared.

While doing so a backup call came in from Palomino Creek. A suspect was barricaded inside.
Multiple officers and FBI breached into the building.
I remained outside to spray any criminals leaving the building.
A moment after the other law enforcers had enetered, the suspect came out and I sprayed him.
(His health was already so low that he died because of the spray)
The scene was cleared.

I returned to the LSPD to gain some more equipment.
After returning to my patrol vehicle, Officer Kurt_Navarro joined me as patrol partner.
We firstly patrolled around North and West Los Santos,
untill at a certain point we passed Pershing Square and noticed a suspect wanter for murder.
My patrol partner and I jumped out of our vehicle in an attempt to arrest the suspect.
Sadly enough another officer on the scene opened fire without any warning, downing the suspect.

Right after that incident an alarm had gone off at a farm in Flint County.
We immediatly went there, and encountered the suspect.
He resisted arrest and attempted to flee with a plane, my partner and I decided to open fire on the plane.
Doing so it caught fire, the suspect could not get away in time and died due to the explosion.
My partner was also heavily damaged, I performed first aid, and brought him to the nearest hospital.
After he was patched up we eneded our patrol.

Patrol Description:
I started off patrolling around Idlewood.
Soon a call came up on the radio, requesting additional units on a suspect.
I immediatly joined the pursuit and with the help of multiple officers the suspect was cornered.
Though he ran towards an NRG in a fable attempt to escape. I took my weapon and neutralised the suspect.

A little while later i passed through Commerce, and a civilian got suspected by a nearby officer.
Multiple nearby units, including me, responded quickly and attempted to stop the suspect with our pepperspray.
The suspect continued resisting arrest, we were forced to take him down with the spray.

After the incident at Commerce, I continued my patrol and decided to check out East Los Santos.
While making my way there I spotted a bus switching between lanes a couple of times.
I pulled the vehicle over and performed a routine traffic stop.(License check, Alcohol test,..)
The man complied nicely and everything was in order, I decided to let him go with a warning.

I resumed my patrol I encountered a towtruck towing a firetruck.
His driving was rather reckless and while I attempted to pull him over,
another HPU Unit also decided to do so. I decided to assist them. Not much later the man
attempted to evade and by doing so he towed the HPU, leaving the other officers without a vehicle.
I immediatly went behind him and managed to sucesfully perform a PIT on his vehicle,
detaching the HPU from it. I then continued the pursuit.
The suspect left Los Santos, heading for Las Venturas, using the infamous 'wrong ramp'.
I managed to keep up by using the correct ramp. With the help of additional units ,
we managed to arrest the suspect at Prickle Pine and we brought him to the LVPD.

As I returned to Los Santos, Sheriff Jcstodds reported a suspicious Securicar driving at East LS.
I decided to check it out, meanwhile the Sheriff had managed to pull it over at a parking near Willowfield.
While arriving at the scene we soon discovered the man did not posses the keys of the vehicle.
We also found alot of money in the back of the vehicle. Sheriff Jc decided to confiscate the money.
As I was helping to load the money from one car to the other, suspicious men came sneaking around.
Soon it became clear they had snitched 20.000ARD from the securicar.
As they got suspected they attempted to flee. One of the men soon fell out of the vehicle.
The Sheriff managed to arrest him as other units and myself continued the pursuit.
At Whetstone the criminals opened fire, severely damaging my vehicle.
Sheriff Jc called back all units as he had a better plan to solve the theft.
We then performed a trade, the money for the caught criminal.
In the end the money was returned, and I ended my patrol.

Patrol Description:
We started off our patrol at the LSPD, patrolling central Los Santos.
Soon we encountered a suspect driving a Sanchez, we immediatly entered the pursuit.
The suspect went trough LSAP towards Idlewood, and there he enetered the sewer system.
With the help of multiple other officers the criminal was apprehended, he was brought to the LSPD.

A little while later we passed the Mulholland intersection, at the moment we were halfway up, (Correct side)
we noticed a civilians using the incorrect ramp. We pulled him over and performed a traffic stop.
We did a license and passport check, and took a look inside his vehcile.
No illegal wares were found, but we issued him a ticket of $250.
He payed the ticket and he was then allowed to continue.

Patrol Description:
I started off Patrolling alone around Los Santos.
I noticed a civilian driving on the incorrect lane, I pulled him over and made it clear to him.
He then re-routed and was allowed to proceed with a warning.

A Little while later I saw an officer attempting to pull over a civilian. I followed them, and the civilian
stopped at Mulholland Intersection. I provided the other officer with assistance,
the traffic stop ended without problems.

After that ARPD Officer Lincoln. joined me in my patrol.
There were reports of a suspect in Idlewood, we decided to check it out.
When we arrived at the scene, the suspect and civilians were very hostile,
and upon the arrival of other officers the suspect and a civilian opened fire.
Both were downed with lethal force.

A little while later we entered a putsuit with a suspect, but decided to cease the pursuit.
Instead we picked up two SAPD Cadets that had lost their vehicle and dropped them off at LSPD.
(Multiple other officers were still in pursuit of the suspect.)
As we continued our patrol we encountered multiple suspects at Downtown LS.
One of them surrendered upon our arrival, the others split up. As my partner went after one of them,
I cuffed the suspect. The others managed to get away, the arrested suspect was brought to the LSPD.

A little while later we entered two pursuits with other suspects, but we had to cease pursuit due to losing our vehicle.
In the second pursuit the suspect's vehicle outspeeded our patrol vehicle and managed to escape.
After continuing our patrol again, we entered a pursuit with a suspect in Tierra Robada.
He was arrestsed and brought to the SFPD.

As we were on our way back to Los Santos, we noticed a suspect on our radar.
We immediately entered the ongoing pursuit. The suspect lost his vehicle and opened fire.
He was downed with lethal force near Fort Carson.

Not much later we were patrolling around the Bonce County area.
We noticed a civilian driving on the wrong lane, we pulled him over.
He then started to claim that he was part on an undercover ARPD unit.
As we were discussing that he attempted to bribe us. He was arrested and brought to FCPD.

After returning to Los Santos, we provided assistance in a pursuit and arrestation of multiple suspects.
One of the suspects was downed with LF. The other one was arrested at Marina.
We also joined a pursuit on a suspect in Red County and we managed to down him with LF at Blueberry.
After that we returned to LSPD and ended our patrol.

Patrol Description:
My patrol started off at the LSPD.
As I passed Pershing Square, I noticed a wounded civilian lying down on the street.
Multiple other officers including me closed off the area for any possible incoming traffic.
An ambulance was brought to the scene and the civilian recovered from his wounds.

As I continued my patrol a pursuit was going on at Market. I entered the pursuit,
 and the suspects left their disabled vehicle near Market Ammunation.
One of the suspects opened fire, he has neutralised with LF. Meanwhile the other suspect was running away.
Multiple other officers managed to arrest the man. He was brought to the LSPD.

A while later I found myself in another pursuit of two suspects,
they had entered the train tunnel near Unity Station. When their vehicle was disabled they opened fire.
All the officers on the scene returned fire, one suspect was downed the other one was arrested.

while patrolling around Temple, I noticed a suspect driving an ambulance.
Me and another nearby offier arrested the man, but charges were dropped. (abused)

Right after that a backup call came in from Montgomery. Multiple officers responded to the call,
and when arriving there I noticed two suspects. Multiple other officers had arrived before me.
Both suspects were arrested. I ended my patrol after that.

Patrol Description:
I started off my patrol at the LSPD,
immediately responding to a suspect driving on the Ls highway.
The suspect circled around LSAP-East Beach-RC for a while,
untill i managed to successfully perform a PIT.
Unfortunately, the suspect found and entered a boat and was able to escape.
He was downed by other officers later on.

After that I decided to go after a suspect that was fleeing towards Flint County.
The pursuit went on for about two minutes, but the suspect then lost control over his vehicle.
I was able to arrest him and bring him in to the LSPD.

A little while later I was patrolling the LS-LV highway and as I was driving down,
a civilian drove up using the wrong lane.I immediatly made a U-turn and pulled him over,
I was being assisted by another officer.
The civilian decided to evade from the traffic stop, we went into the pursuit.
The suspect lost his vehicle near the HSP Hq and jumped into the river,
swimming towards Las Venturas.
As I opened fire the other officer headed towards Las Venturas to intercept him.
I decided to do the same, and we managed to arrest the suspect there.

After continuing my patrol in Los Santos, a civilian was driving on the wrong lane at Market.
I pulled him over to perform a traffic stop, but he decided to evade.
The pursuit went trough Flint County, passing Mount Chiliad, into a tunnel at San Fierro.
There the suspect lost his vehicle and opened fire with a shotgun. I returned fire,
the suspect was downed quickly.

After I had returned to Los Santos to continue my patrol,
I noticed that there was a big situation goin down at Market. I decided to take a look.
Upon arriving I spotted alot of suspects and officers.
Lieutenant Perry ordered me to take one of the suspects and so I did.
Arriving at the LSPD i investigated the suspect and he was found not guilty.
The charges were dropped and the man was free to go.

Operation Summary:
As I planned to organize a patrol in SF jurisdiction many officers showed up, so I called Lieutenant Perry and we decided to have a global patrol! With more than 21 officers joining we were able to cover up the whole map of SA and deal with all kind of situations we met.

As the patrol started, communication was a bit loose but it became tighter and tighter as time passed, and with the great help of Lieutenant Def, we were able to keep up with the units leaving and joining keep the whole patrol greatly organized for the whole time, in each jurisdiction we had a leader, myself for SF, Lieutenant Perry for LS, and Fred Wakefield for LV. Each jurisdiction leader kept his units organized and a great spirit of teamwork was shown which made the operation successful.

We responding to all backup calls we received and dealt with them successfully, through the whole patrol we took ten suspects into custody and detained eleven suspects, beside one major C30A situation in Blueberry ; which we also dealt with successfully, everything was quite and no suspect managed to escape during the whole patrol.




Incidents:

1.)   The first incident of the patrol was a suspect evading on mordor’s bridge, with the help of LVPD units, the suspect was pushed into water, and unfortunately he stood on one of the bridges posts and opened fire on officers with a combat shotgun, but LVPD’s units managed to get a boat and take the suspect down.

2.)   Afterwards we had a suspect evading in SF, SFPD units successfully got the suspect out of his car, but he started evading on foot, but he was taken down.



3.)   LVPD units also managed to end several pursuits in LV successfully and all suspects were either detained or taken down.



Conclusion (Include possible improvements):
It was nice to see such big response from ARPD units for the patrol, and teamwork and communication in the patrol was outstanding, it was one of the best patrols I witnessed in my career and all units showed great behavior , followed orders and managed to communicate properly.

I would like to thank everyone for attending and hope to see you next time too, you did a great job and this will certainly not be forgotten.

Patrol Description:
I started off my patrol by checking out a suspect who was last seen near Flint County.
When I arrived there, the suspect was already on the run while being chased by other officers.
At Juniper Hollow Officer Cipone and I managed to down the suspect.

After I had returned to Los Santos to continue my patrol,
A taxi passed me at a high speed, he also continued to use the wrong lane.
I pulled him over and performed a traffic stop. The civilian did not seem to be under influence
of alcohol or drugs and his documents were in order, I still issued him a ticket nonetheless.

Immediately after the traffic stop I set course to East Los Santos,
due to the presence of a suspect there.
when arriving at the scene the suspect made his way towards Red County.
The suspect first attempted to hide near the Panopticon, but as I and another officer came nearby
he decided to take off again. Somewhere in the area of Red County,
the suspect drove his vehicle into the river.
I and two other officers verbally told the suspect to comply.
Instead he attempted to get away once more. We opened fire and the suspect surrendered.
He was taken into custody.

After returning to Los Santos and continuing my patrol it was quiet for a moment.
Until I encountered a suspect on a Sanchez at Marina. I went in a pursuit with the suspect.
I quickly managed to perform a successful PIT maneuver and the suspect got thrown off his vehicle.
As I grabbed for my spray the suspect pulled out a gun and opened fire. I quickly pulled out my weapon,
and downed the suspect before he could do any harm.

Patrol Description:
I started off my patrol by responding to an active pursuit at Verdant Bluffs.
The suspects were fleeing towards LSAP and upon entering the highway their vehicle was disabled.
Both were arrested, one by me. The suspect requested an investigation wich he then received.
After taking statements from the suspect himself and the suspecting officer,
we decided the suspect was guilty of his charges.

After that i continued my patrol around the city of Los Santos.
It was extremely quiet and the criminal activity was minimal.
At a certain point reports came in from a suspect at Pershing square. I responded immediately.
When I arrived at the scene, me and other officers there surrounded the suspect.
Other civilians interfered and even started assaulting one of the officers, they got suspected for that.
Suddenly some officers opened fire upon the unarmed suspects.
(suspect were not fleeing + non duty weapons were used)
I felt uncomfortable and decided to leave the area as I wish not to be involved in such acts.

Note: I will not name the names of the officers that opened fire.
I hope that they realise that they were very wrong and will adjust their attitude/way of handling situations.
