Directed to: SAPD authority.
ARPD Officer Policy violators:

1. CertainlyNotConk - Shooting a standing suspect whilst they were being pepper sprayed.

I was in the process of apprehending a suspect when they failed to comply with me. I used less than lethal force (pepper spray) a couple of times and whilst I was doing this, ARPD Officer 'CertainlyNotConk' decided to run up to us, shoot and kill the suspect at point blank range. This was an excessive use of force and was certainly not necessary; there were 3+ officers on scene and the suspect was not even able to move at the time he was being shot.

[1] Use of force:
Excessive force must not be used when engaging a suspect. (Shooting at an unarmed suspect running on foot with heavy weapons that has not opened fire). Your weapon is only to be used when necessary, such as covering another officer or defending someones life.

To whom it may concern,

At the date specified in the report, a suspect was seen at Idlewood, failing to comply. Upon arrival, I noticed that the suspect was clothed as a 'Balla' and I made the assumption he may have been armed. I took it upon myself to aim at the suspect whilst the officers used non-lethal force to restrain and detain the suspect, in case he pulled out a weapon and killed one of the officers trying to detain him. As I was using my laptop during this time, I was controlling my aim with the touch-pad. Due to the sensitivity of the touch-pad, it appears I fired the shot at the suspect (who was low on HP) and killed him with one shot.

This was completely accidental and I wish to apologize to anyone involved, taking punishments if necessary.

In future, I shall use the USB mouse from my PC to avoid future violations such as the one stated in the report.

Ok firstly, don't lie, you and I both know that is not what happened Conk. You fired at least 2 shots with the INTENTION of killing the suspect after making a poor judgement of the situation. You were also standing ontop of a car at the time, so there is no way you could have "accidentally" aimed downwards to the suspect and THEN shot - a mislick from an over-sensitive touch pad fires a shot straight forwards, not conveniently in the path of a suspect...

If you did infact shoot him accidentally and it was a mislick, why would you bother saying this:

Conk, I suggest you tell the truth about what happened Conk before I get a witness to post their statement here exposing your fabricated version of events because at the moment, your lying to me and command staff will get you nowhere.

And by "tell the truth", I don't mean label this as a 'misunderstanding' or claim you thought that's what happened, because I've already had a previous report where you tried to lie your way out of it and I have a clear enough recollection of these events to know that your statement far from valid or correct...

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On March the 7th  2013, at 20:41 HOURS a report was submitted by Jason bridgesl as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff members:
- Sergeant Mega

The summary and conclusion of the report has now been decided and will be released to the public.
-The Defendant Made a statement admitting he did fire into a suspect when it was not needed
-The Defendant Claims it was a accident, i have no evidence to support or deny this so i will treat it as though he simply admitted to the incident.

The Officers Use of his firearm will be seen as excessive force, however the honesty of the defendant has been factored into my decision about his punishment. As such the Officer will be suspended for 1 Day

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via an ARPD Forum PM and we might reopen the case if your argument is valid enough.
