Directed to: SAPD authority.
ARPD Officer Policy violators: Servius

1. I was a suspect, running through idlewood, I came to a van which I attempted to evade in but I was carjacked out of in and I was on the floor. I was pepper sprayed by SAPD Cadet Padres Rosso, so I was not moving, I was crouched over rubbing my eyes because I was pepper sprayed. Then ARPD Officer Servius discharged his weapon (deagle) atleast 5 times (I had a about 25 percent armor, as well as full health) causing me to die.

 a. Unfortunately no pictures were taken.
 b. I have 2 witnesses, I will ask to post statements.

Also to don't mention, in some past days, you are driving around SA fully armored, waiting for cops to suspect you then evade them making fun out of it.

First of all, this has absolutely nothing to do with the report, so don't bring it in to it. It is completely incorrect anyway, I am very rarely suspected.

Okay, so I was at Idlewood and all of a sudden you passed near me speeding and evading, I went after you and another PD car was behind me DBing you. After your car exploded you tried to escape again, in meanwhile you were shot at and all of your armor was took off.

Incorrect, all my armor was not taken off, I still had some of it when you was shooting me.

Plus, don't forget to mention that you never once warned me before shooting me.

The car was not locked, I was carjacked out of it and I was on the floor. By the time I was able to get up it was too late, and I was already being sprayed.

After being pepper sprayed I did not attempt to evade again, I did not have the chance to. You can not move whilst being sprayed. I was still, and not moving, you then aimed your weapon at me and shot me about five times, killing me.

Well...can't say more than already stated. Story true & correct. Weapon discharge has not been neccessary from my point of view.

Okay, so car was not locked Officer Sina carjacked you and you got pepper sprayed. You had your chances to surrender using /gu command much times, I don't see why are you moaning now. I've seen you moving whilst sprayed, and yes I killed you. To repeat, you had chances to surrender I don't see why are you moaning here now why you lost your weapons and armor.

Just because I did not surrender does not give you the rights to shoot a non moving, sprayed suspect to death.

You started shoot me as soon as I was sprayed, and you continued. You shot me about 5 times.

I am not moaning about losing my weapons and armor, do you really think I care about a couple of grand? No, I don't. I am not reporting you because I am mad about losing my stuff, because I am not. I am reporting you because you broke rules.

According to me, reporter have witnesses but doesn't have a valid evidence of the officer committing the offense. But atleast he have witnesses to support his report therefore I would like to ask Mr.Servius that any verbal warning was given from your side before even using your firearms/gun?

I don't see why witness should be even considered, there is no any proof. Anyways no warning was issued after Louis started to escape since I had no time to do so and since he was already warned before.

I was not warned at all.

I had not already started to escape, I was stood still, being sprayed and unable to move. That is when you decided to shoot and kill me.

You have been warned while you were still driving that van, and when it was set on fire.

I have checked my logs, and during the 5 minutes of me being a suspect I was not warned at all.

Witnesses are the second source of supporting his report as he doesn't have any evidence. As you stated that you didn't gave any warnings before opening fire, that was your mistake. Always give warning before opening fire on a suspect, specially standing one.
Anything else to state before this report reaches a verdict?

i was on this prob last month and know your status Louis
u and servius was on a accident worry,
I think in this event cop 40% and criminal 60% have role
criminal dont stop after drop off from van then spryed by an officer
then i start spry front he - but i cant underestand why dont surrender at that time!!!!
on that scene carjack and escape small space and dont surrender and maybe still to end spry and keep escape
also i think shoot fire was from worry of officer servius
my idea:servius Exoneration.

From what I am able to make out, you are saying that it was an accident. It was not an accident, I was being sprayed and not moving, Servius shot me about FIVE times.

when u was on spray must use /gu for tell we u have surrender
but if u dont use that we keep protect and attack mode.

No excuse to shoot and kill a standing still and sprayed suspect.

I was not moving, I was sprayed and unable to move. I even have a witness who has confirmed I was not moving.

My witness is about to post again, to confirm that whilst Servius opened fire and killed me, I was not moving and that I was sprayed.

Okay..let me explain everything to make it clear.
The Suspect was entering a Burrito, Officers were shooting at it. The Suspect exited the Car and was idle. As told, i sprayed him according the Procedure and Servius shot at him.
