[CLOSED REPORT] Report against [NP]Monte.Montague [Dario.Cipone]
« on: September 08, 2013, 09:28:30 am »
Directed to: SAPD authority.
ARPD Officer Policy violators:

1. [NP]Monte.Montague - On the 14 CET, 2013 09 03, a United States of Argonath Provisional Parliaments first session was held at the Las Venturas Court House. We have chosen this location due to the fact that there are no legal grounds that can deny our access to the property. This property is a public place, as it is state owned and there is no appointed other owner than the courts themselves.

We were aware that the court might be needed for any court session, however, if it would have taken place, we would have abandoned it immediatly. At the time we were not obstructing a court session noir we were doing one, we were simply doing a meeting of our organisation. Soon enough, Officer Monte Montague came, questioning my being there and saying that we need a permit. I answered him that under the United States of Argonath constitution, there is no point which limits the usage of state owned properties, such as the courtroom. He has intimidated me to leave the property, but as I felt right, i called an FBI representative to sort things out. The officer showed unproffesional attitude and used offensive words such as "bigmouth" on me and also called the meeting "shananigans", which is a slang for "shit".

The FBI has questioned the people who part took in it and have told us that we should leave the court room for now and should take this matter further for the court. Therefore I'm suing him for:

*The violation of the constitution - unlawful attempt to force us out of a public property
Quote
Ordinance III: Because of the ownership of a property, an owner may lawfully request a person to leave their property. This does not include businesses which are public markets. The above ordinance does not apply to enforcers of law who have probable cause to be on the property. If the trespasser appears hostile or threatening, refer to Ordinance II. A business owner can still use his right of propriety in circumstances mentioned in Ordinance VIII.
Only property owners might disallow us to leave, and this only covers the owners of a private property, LV court room is a public state owned property
*Slandering and insulting our meeting and me.
*Unproffesional attitude during the situation.
*Threatening to put charges on me.
*Setting a hitman contact on my head.

 b. Witnesses that I will get to testify here.

Dear Mr. Monroe, I'm SAPD Supervisory Staff Sergeant Dario Cipone and I'll handle this ARPD Report.

I would like to receive some evidences and, also, you've to warn the police officer that's reported to come here and he has to explain what happened from his part too.

About what I've read I've also to let you know that:

Ordinance IX: Any citizen has the right to move inside Argonath and to establish his house anywhere in the United State of Argonath. Any threats or action against someone because he is into an area is therefore totally prohibited.

IX.I.II: Temporary access denial: Law enforcement agencies and government officials can deny access to some areas or an entire building for national security reason or any valid reason for a limited amount of time. The denial must be justified but can apply to any propriety or area of the United State of Argonath.

So, if he got a reason to do that, he can temporarily deny the access of an entire builing, area or property.
It's important to have some evidences to understand what's happened and the presence of the ARPD Officer is needed too.

Also, I'm asking you, how he could set an hitman contract if he's an ARPD Officer?
Signed,

SAPD Supervisory Staff Sergeant

I dont know if script wise it was possible, but the hitman confirmed that it was him because he PMED me, after I told him that im taking him to court and to ARPD reports, the hitman said he will not engage me then.

He had no legal grounds to deny my entry to the property as no situation happened in there.

I'm trying to get my witnesses to post here , also i will inform the officer once i get in game.

To whom It may concern,

I am one of the witness, [ADF]Ronald Eternal, as a Provisional Parliament member present that day. I would agree of what Mr. Monroe said, that officer [NP]Monte.Montague forced us to get out of the LV Courtroom without any reasons.

Code: [Select]
Ordinance IX.I.II: Temporary access denial: Law enforcement agencies and government officials can deny access to some areas or an entire building for national security reason or any valid reason for a limited amount of time. The denial must be justified but can apply to any propriety or area of the United State of Argonath.
We are not posing any threats on the State of Argonath and ARPD Officer [NP]Monte.Montague didn't say any reason for telling us to get out from there. [WS]Leonardo, the FBI Agent came afterwards since Mr. Monroe called him. He should know more about this incident and he can give more information of what happened I guess.

That's all what I know. Thanks for your attention

Yours faithfully,
Ronald Eternal

Member of The Provisional Parliament of United States of Argonath

Okay, I'm in need of the statement of the reported officer. I've to see a screen where the reported officer got warned. Till then I can't do something.
