ARPD Officer Policy violators:using gun to kill a /gu in a RP situation

1. Felipe Soto - I was /su-ed for fail to comply and he come. I gued and he bring me to LSAP parking from back. I was in back of car with 2hp. I tried to RP something. I was hurted in leg and in arm and couldn't get out of vehicle. He didn't RP and told me get out now or i will get you. after he kill me when i was /gu and cuffed too.
