Sergeant Nexus Riggs, called me a "troll" first, wasn't that some ugly creature? Then he was driving me around and decided to kill me by throwing the car in the water, he told his partners to leave the car then he was speeding up towards the river, I knew what he was going to do so I left the car on time, the car is in the river right now. Also he refused to help me as mentaly unstable person.

Hello,

My name is Mike Sangelo, Chief of Police at the SAPD and I will be handling your complaint. Please allow 24 hours to have Nexus Riggs post a reply.

In the beginning of the kidnapping, I was the operation leader and so I was the only person authorized to choose a negotiator and other commanders throughout  the operation. However you chose yourself as a negotiator, began doing things behind our backs, then we asked you questions and updates about the negotiations and you certainly gave all us an attitude and did not cooperate with me or anyone else. So I removed you from your "negotiator" status and you claimed I don't have the authority to do so. After that you ordered an Officer to "storm in" which you also did not have the authority to do so. Also when our operation team tried to cooperate with you, you denied their requests and gave them an attitude. During that critical situation you did not follow the procedures and the authorities that were in charge of the operation. So I directed another officer to take charge of the negotiations. However you kept arguing over the police radio that you should act on your own and not follow any of our orders, especially myself. Even after several warnings, you kept on arguing and second time you ordered another officer to take the negotiations when you were not allowed to, so you were copbanned for 5 hours for such behavior and failure to follow our orders and obstructions as police officer. I also did not call you a "troll" please show me evidence that I did.

Then when we were headed to LSPD and we stopped our vehicle because we were discussing the plans for the kidnapping and you, without any prompt or authorization entered the backseat of our cruiser. We repeatedly warned you to get off the cruiser, you refused, however we did not use any force against you. Since we tried numerous times to get you out, you still stayed and our time started running out, we went on with our operation plans and procedures even with you in our vehicle. Then I drove to LV and offered you a state car which you could have used to leave us alone in that situation, instead you still began yelling and we lost our patience and I decided to dump our cruiser because we were gonna use a state vehicle to return to PD like our procedure says, and you still decided to stay.

Then I drove to LV and offered you a state car which you could have used to leave us alone in that situation, instead you still began yelling and we lost our patience and I decided to dump our cruiser because we were gonna use a state vehicle to return to PD like our procedure says, and you still decided to stay.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the January the 21st  2014, at 02:44 HOURS a report was submitted by Peter Williams as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Chief of Police Mike Sangelo

The summary and conclusion of the report has now been decided and will be released to the public.

-- The reporter accused Sergeant Nexus Riggs of primarily attempting to kill him via driving a squad car into the lake at high speeds
-- The reporter also states that he was wrongly called a "troll" to which did not suit his behavior.

-- In conclusion, Sergeant Nexus Riggs will be issued an official warning by myself over the matter of the disposal of a vehicle with a civilian inside. This classifies as unlawful detainment and attempted murder. However, the evidence provided by Peter Williams is inadmissible due to the fact that it was not RP evidence within the RP report format it was written in, yet, action will be taken due to the nature of the report and its offense.
