1. TRAFFIC INSTRUCTORS

  There are 3 types of Traffic Instructors: Trial, Junior and Senior.
  We'll tell details about all of them.
 
TRIAL TRAFFIC INSPECTOR

  A Trial Traffic Inspector is someone who has just got the ''Traffic Inspector'' rank. He must prove that he can take this rank, by having an exam. Passing the exam will promote him to Junior Traffic Officer. If he fails the exam twice, he will be demoted to Traffic Trooper.

JUNIOR TRAFFIC INSPECTOR

  A Junior Traffic Inspector is someone who has passed the ''Cadet'' exam. He must prove that he deserves this rank by training several cadets. After that, he will be given ''Junior Traffic Officer'' exam. If he passes it, he will be a Senior Traffic Officer. If he fails the exam three times, he will stay Junior Traffic Inspector for more time.

SENIOR TRAFFIC INSPECTOR

  A Senior Traffic Inspector is someone who has passed both ''Cadet'' and ''Junior Traffic Officer'' exams, and is qualified to train any kind of cadets or officers. If he proves loyalty, he might be voted for the Deputy Traffic Commander. He will be VOTED by the whole ARTA if they consider him good for Deputy Traffic Comamnder.

2. EXAMS

  There are 4 kinds of exams. One exam is being given to Cadets by Traffic Inspectors. Another exam is being given to Junior Traffic Officers by Traffic Inspectors. Other 2 exams are given by the Deputy Traffic Commander to Traffic Inspectors, as a training. Here I will state ALL THE RULES during the exams.

EXAM RULES

     -if you go AFK for more than 3 times, you will be considered that you ARE READING the training on the forums, and you will be instantly kicked out from the exam.
     -as mentioned before, YOU'RE NOT ALLOWED to read ANY of the trainings during the exam
     -you must be respectful to the person who is giving you the exam

EXAM AVERAGE

   An exam average will be calculated by the persons who give the exam. They will rate the answers (depending how complete are they) and will give grades. The lowest grade that can be given is 9. You can also give grades with ''points'' for example: 9.25 ; 9.50 ; 9.75 . At the end, you will make an average of the answers and write the final result. In case of Trial Traffic Inspectors, the lowest average they may get is 9.75 for a pass. In case of Junior Traffic Inspectors, the lowest average they may get is 9.50 for a pass.
  For the ones who are asking about the ''Junior Traffic Officer'' training, I am giving you details that it is coming soon and we are still looking into material for it.

Junior Traffic Officer Training

Section 1: Common ARPD procedures must be followed!

Section 2: ARTA Officer must know ways to deal with a stopped suspect

2.1. If the suspect is in a car and he has been stopped, both partners in the car have to exit the vehicle. The officer which was in the passenger seat, must slowly move towards the car and aim his weapon to the driver in case he would try to run. While passenger officer is moving near the suspect's car, the officer that was driving must STAY NEAR HIS SEAT, aiming the gun on the driver and covering the officer. Why? In case the suspect would run, the driving officer wouldn't need to run back to the car, so he could just quickly hop in and pick up the passenger officer.
2.2. When the suspect is reached by the passenger officer (SEE SECTION 2.1 above!), the passenger officer must warn the suspect to leave his vehicle, or he could just get him forcefully out.
      2.2.1 NEVER STAND IN FRONT OF SUSPECT'S VEHICLE, he can run you over, getting time to escape and hurting you as well.
2.3. When stopping a suspect, get out and start brandishing his gun, HOLD FIRE and take cover behind PD cruiser. Shoot ONLY after several warnings given to drop his gun OR when the suspect is returning fire.
2.4. Suspects in heavy vehicles, must be opened fire immediately. There is no way you can stop heavy vehicles like trucks or Dozers with your cruiser.
2.5. Suspects that have been stopped and exit the vehicle, and don't have any fatal gun on them must be only PEPPER SPRAYED or assaulted with Nitestick, after a warning to /gu.

Section 3:  Officers must know professional ways to stop the vehicle.

3.1. When suspect is fleeing with motorbike, always try to make them fly out. Try to make them crash into something, or simply ram the bike until the driver falls out.
3.2. Also have backup with you when dealing with drive-by-ing suspects. They are very dangerous and you may need backup.
3.3. P.I.T must be done with the following requirements:
1. Try to have your speed the same as the suspect's car
2. Be in the left side of the car.
3. Prepare for the maneuver.
4. Hit the car into it's left side (driver door, up-right wheel) to make it lose control.
3.4. ARTA Officers must drive-by a vehicle only after several warnings given or after shots have been fired. ONLY SHOOT THE TIRES!

Section 4: ARTA Default weaponary.

4.1. ARTA Officer should use basic duty weapons issued. These include: Peeper Spray, nightstick and Deagle.
4.2. If there is organized ARTA patrol, ARTA officers should spread into areas. If in a city, spread into most important locations. If in countryside, one unit will patrol the main roads, while others will patrol the small towns. If in dessert, always try to stick close, since you may lose each other. If in a patrol, one ARTA unit needs help, the other ARTA officers should go and help him.

Section 5: ARTA Officers must know atleast basic codes of SAPD/ARPD

There are a lot of codes, but here, I'll give the most basic/needed ones:
10-4 : Roger that, Received
10-7: Out of service, can't answer to call
10-8: Available for backup calls
10-20 : Location
10-35: Backup needed
10-76: Responding to call

Section 6: During the chase...

6.1. If patrolling with a partner:
  6.1.1 NEVER stop to type something when a driver
  6.1.2 Partner should ALWAYS update the driver on suspect's location using /area command. Also he should report chase and it's status every 30 seconds in /r
6.2 If Patrolling Alone
  6.2.1 Do NOT stop to /r. This will give an advantage to the suspect to escape. Chase him as much time as you can. After the suspect has been lost, you may report it in /r

Section 7: Correct usage of /r.

7.1. If patrolling with partner, partner should ALWAYS report in radio the status
7.2. Correct radio reporting form is /r ARTA-X [STATUS: 10-8 (available], [LOCATION: 10-20], [Status: C4 [No help needed] , C30 [Immediate backup needed]]
7.3 Correct radio reporting for stating that you're responding to a call and etc. is /r ARTA-X 10-76 (arriving) to U(Unit number) Backup call on C3 (with sirens)

Section 8: Shootouts

8.1. NEVER be in open sight, this will just weaken you more. Always take cover behind anything you can: vehicles, fences, walls.
8.2. If in a shootout, the shooter is not focused on you (he is shooting to any other partner or unit), you should keep shooting him and try to get closer to him, then try to spray him preventing his movement. While you're spraying, your partner should shoot the suspect while he is unable to move. Remember once again, main objective is to make him give up, not kill him.

Section 9: Pull overs

9.1. When pulling over a man, no matter for what reason, you must always introduce yourself.
For example:

Hello Sir
Argonath Traffic Authority
[Optional: Your rank and your name (EX: Commander Max Pain)]

Then you should ask for their drivers license or any other paper that could reveal their indentity,

May i see your documents please?

Then report in radio about pull over, include their PLATE (ID) and their Name, also status (c30/c4) and 10-20 (location)

After checking their documents, hand it back for them and ask them do they know why they got pulled over.

If he/she has got illegal/invalid documents, give them a time limit to get a valid/legal documents.

Sir/madam, do you know why I pulled you over?

If he/she doesnt know, explain it to him/her. Then let him off with a ticket.

If he/she tries to run away before paying the ticket, you must suspect and chase them off, but, remember, as in any suspect situation, arresting is the main objective, NOT KILLING.

Section 10: Major situations

10.1. 207 (Kidnapping)
Kidnappings are not our objective. We may be there only if requested. FBI has full authority over the negotiation, so we must act only on their orders if requested on kidnap scene.

10.2. Robbery
ARTA has no specific role at robbery scenes. As the other officers, we're supposed to chase the criminals. If possible, in certain places, we may make roadblocks to trap the suspects.

10.3. Heavily armed suspects
If there are heavily armed suspects, you should buy a shotgun, an armour or a SMG. These weapons are allowed to be used in extreme situations, BUT ONLY TO SHOOT THE TIRES! Do not use them to gun down the suspects.

Section 11: Patrol reports

EVERY member of ARTA, regardless their rank, must post a patrol report atleast once a week (except Comandeer)

ARTA Staff with a rank of Officer or above have to post patrol reports (except for Comandeer) with the following format:

PATROL REPORT

Name in-game:
Date and time of patrol:
Type of event: (Pull over/Kidnap/Robbery/Hostage etc.)
Describe what happened:


Section 12 : ''Remote'' locations

By remote locations I mean locations in which you can be easily spotted entering, so criminals can do crimes easier. Here you must try to ''sneak'', and try to hide yourself. There are many ''remote'' locations. A few examples: LS skyscraper, any place on Mount Chiliad, most roads in San Fierro, LV's highway and road in it's center, Grove Street etc. In these situations YOU MAY NOT act by yourself. SWAT, Air Division and FBI have full authority over these situations. You may act ONLY on their orders.

Those regulations and procedures MUST BE FOLLOWED WHILE ON ARTA DUTY

I'd recommend sticking to the codes we offer, since I don't even know majority of the codes you listed. If I don't know them, you can't expect the average officer to know them either.

2.5. Suspects that have been stopped and exit the vehicle, and don't have any fatal gun on them must be only PEPPER SPRAYED or assaulted with Nitestick, after a warning to /gu.

Section 3:  Officers must know professional ways to stop the vehicle.

3.1. When suspect is fleeing with motorbike, always try to make them fly out. Scare them and make them crash into a tree or block their way so they will fly off the motorbike.
3.2. You should never return to chase with drive-bying suspects without backup.
3.3. Best way to P.I.T the vehicle is to ram the vehicle into its front with your rear side of the car. Also be a bit more forward than the vehicle you're trying to PIT.
Why? SAMP Lag causes much desync
3.4. ARTP Officers must drive-by a vehicle only after several warnings given or after shots have been fired

You might want to review your own procedures so they don't conflict with the existing SAPD one's (mainly your section 2.*).  As for the eleven codes, this will cause confusion amongst others Officers not apart of ARTP.  Our goal isn't to hassle and/or limit you from doing your own work, we wish to have a striving relationship with all groups.  Could the eleven codes may be used on your personal CB frequency instead?  Alternatively we can look to implement such codes officially, though it'll take a long shot to convince the people who need to approve.

Hope so, these codes it's not gonna conflict with official SAPD codes, onething for me it's would be good if this group should use the normal radio codes from official standard ARPD/SAPD codes.

Hope so, these codes it's not gonna conflict with official SAPD codes, onething for me it's would be good if this group should use the normal radio codes from official standard ARPD/SAPD codes.

Don't mind groups using their own codes, but the one's they use for their group should more or less be used through CB.  All groups will still have to go by the SAPD one's and our PPR.

Traffic Commander
Commander of the division, this person has absolute power over the whole of ARTP.


Deputy Traffic Commander
Second in charge of the division. Almost has absolute authority and takes alot of important decisions within the division.


Traffic Instructor
This rank allows you to train other people within the division. This rank can act by itself and give orders to lower ranked people within the division.


Traffic Trooper
This is the lowest rank of the ARTP Command. They do not have a lot of control, but can act by themselves.


Senior Traffic Officer
A person that knows all the traffic laws, and is expected to do a reasonable amount of paperwork for the division.


Junior Traffic Officer
A person that has knowledge about the main traffic laws. This person is ready to begin his career at ARTP


Cadet
