Name: Ben Rosso

Report against:
AnthraX - Regulations Breached:

1. The officer decided to drive around with a civilian vehicle for no apparent reason at all, without making any attempt to reach a police department. This is an ARPD and not just an SAPD rule.

[5]. The SAPD Command staff enforces every officer to use marked police vehicles ONLY, and for organized patrols, the police vehicles will be promoted without exception!

2.  Ignoring the orders of a higher ranked Officer.

Description of events:
I and Denzel were patrolling around Los Santos, i saw Officer AnthraX patrolling around with a buffalo.
I warned the Officer on the radio, around 3 mins later the Officer still had the buffalo at GS9.
Senior Officer Denzel warned the officer, so (s)he received two warnings.
We went to Temple, the officer still had the buffalo.
We had a 207 situation 10/15 mins later and Officer AnthraX arrived on scene with the buffalo.
I also warned the Officer to get into cover because (s)he was standing on top of a cruiser.
She ignored the orders of two Senior Officers.

I don't like to report Officers but this Officer had enough chances.

To San Andreas Police Department Command, and further management,

Although I perhaps violated SAPD's current vision regarding unmarket vehicles, the intetion I tried to make clear to both officer Ben and Denzel was that I was not patrolling at that period. My usage of the civilian car did not have any unintended consequences, and therefor I do not see the reporting factors as clear enough. At the time I was employeed in the department, using a civilian car as transportation did not violate or cause any inconveniences. However if this act is considered not accepteble, I apologize to the witnessing officers and the management.

I apologize for meddling in a report that I have no business with, but I'd like to clarify one thing:

As it seems there's now two reports regarding the same issue of driving unmarked vehicles, it should be made clear that you're not considered to be off duty if you have a blue nametag. So, unless the officer goes off-duty script-wise, goes offline, or specifies any valid reason why he's off duty while still wearing his duty clothes, he's not off duty. This is the reason why SAPD officers in the past were requested not to be AFK for long periods. So driving around in a civilian vehicle while having a blue nametag will be questioned even if you considered yourself to be off duty/not patrolling.

I hope command can confirm or refute this and, once again, I apologize for sticking my nose in this report.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the March the 8th  2014, at 16:46 HOURS a report was submitted by Ben Rosso as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Staff Sergeant Nexus Riggs

The summary and conclusion of the report has now been decided and will be released to the public.

-- After analysis of the incident, it is coherent that while on police duty, Officer AnthraX used unmarked vehicles to patrol and respond to a kidnapping. This is a clear violation of the 5th SAPD Rules & Regulation. In addition, Officer AnthraX did not make any intentions to return to PD and acquire an authorized police vehicle even after receiving several warnings from his Seniors.

-- In conclusion, Officer AnthraX will be issued 1 day suspension from police duty.

If the verdict of this report seems unfair to anyone, you can report this to a Captain via the ARPD Forum PM and we might reopen the case if your argument is valid enough.

Upon a request being sent to myself, I'll review what's been posted and conclude a decision in due time.  The removal of the Officers badge should not go ahead until I come to a verdict, until then he may serve as a police officer for the department. 

Patrolling or not you should be using a marked car, punishment will stand.

Looks to me like he didn't understand CBF's message a long time ago. Doesn't matter if you're patrolling or not, you need to be in that marked car.

Seems guilty to me still.
