Are Officer allowed to just unsuspect a guy for Evading?

Hi, so today I was patrolling in Los Santos. I made a little trip trough Verona Beach / Santa marina, and a fast car showed up on the other side of the road. As fast he saw me he switched over to the other side. So I let him go, But then he turned around and drove in a high speed pass me, I put on the siren and told him to pull over and he did. Then I told him to turn off the engine and he didn't! He just stopped and then drove away from me. So I suspected him for Evading. Nothing else, is that wrong to do so ? So a officer named Milano Rosso Unsuspected him for "Evading What?". Is he allowed to do that ? Because I feel that I don't have the time to write a long  sentence just for some guy thats Evading me, and my english isn't top notch if im not using Google Translate

Yes he is. You need to put an evasion reason.

By commisioner orders you should explain what the person is evading from.  For example evading ts (trafic stop)

As I say it everyday on the group alert's of the SAPD.

- Explain what the suspect is evading from.
- Explain what the suspect is aiding.

I feel like adding this because it's necessary and after speaking with the commissioner himself I need to state that if someone is suspected for evading police, it can still be unsuspected (and when I had access to the unsuspecting command, I did). The original crime "evading" was never really clear cause you don't know what they're evading from i.e: a car crash, traffic stop, etc, however some think writing "evading police" is different from "evading." It's obvious you are already evading from the police when you begin evading, so writing evading police is not going to make it valid...

And as Milano said, soon enough we may find the commissioner telling us that we have to write how they're aiding (or maybe we already have too, but many don't). So perhaps write that too? i.e Aiding by driving a suspect, Aiding by persuading a suspect to commit more crimes, aiding by fixing a suspect's car, etc; The whole "aiding" thing was never really clear. Not trying to command anyone, but I'm just telling you what I do... Lead by example...
