If I deleted it, then there is a reason. This was made public so the public can see, but I don't see anybody asking public to post, which pretty much means you haven't really read it and understood it.

Detailed explanation regarding the script.

As mentioned above we got 3 ways to gather information about a suspect, I will give a short explanation about each of them.

- You spot the suspect in your immediate area!

Now that we don't have orange dots to figure out that he is in our area we should obtain the information via MDC, witnesses, 911 calls. We do not engage them once we notice them on the MDC, we know there name so we will not respond from SF to LS to bust them. No, it is and it remains as information just like a BOLO on that person you keep patrolling in the area's you covered or got appointed. Once you notice the suspect in your area you may start the engagement and call it over the radio to make other units aware of your situation.

- Backup call or pursuit has been called in the radio on a suspect!

Backup call comes from your fellow units they update others with the information they gathered. This could be from one scene or it could be a rollin one, this simply means they are on the move and all you should do is ask the officers which asked for backup for information to engage the suspect. Regarding pursuits, it's advicable to have a partner with you. Once you get into a pursuits it is very important to keep the radio updated about the current situation to make other units aware of any switch of vehicle or locations.

- 911 call information has been obtained about a suspect!

Such calls could be about bankrobbers, kidnappers, citzen, murderers. Any information mentioned which could be: Clothes, Cars, last seen in which area can and will be used to catch that person/suspect.

This experiment is hereby stopped at this stage and SAPD will be allowed to re-engage suspect per the old ways. Its time to start a new experiment, which starts from now and I will announce results of in near future.

This is now back in effect, as expected the suggested improvments by few of the administration members were nowhere to be seen, nor they affected our activity or general performence. Therefore this is now back in effect and it will be enforced.

Reminder for the new law enforcers to read this; this is still in effect and applies to every officer regardless of his/her position.

That being said, always look for roleplay circumstances to apprehend a suspect. If these circumstances are not there, create them. What we do not like to see is the infamous scenario of players being chased judging by their ID. The mobile digital computer currently does not provide adequate information in order to logically prove the conviction of an individual (roleplay-wise); rather, try to rely more on the information that an APB/BOLO* requires, or even roleplay encounters. A common example of this would be a traffic stop. Using the documents of the driver, you would be able to recognize any outstanding charges against him/her (via a roleplayed MDC). In other words, the MDC is a way of confirmation, not a way of assertation. Put in another way, you should consider the MDC as a method to verify information, not a method to hand out information at the first place. Back to the main scenario, if it appears that outstanding charges are against the person, or if an APB/BOLO was issued beforehand against a person with the same description as his/her, then you would convert the traffic stop to a felony stop, which is the most efficient and safest way to apprehend a suspect. With this being applied, risk to both parties is reduced. In fact, recklessly ramming suspects on sight is unacceptable.

Sometimes, a suspect would argue the fact that he is wanted by pointing out that his (/crime) does not imply so. In these circumstances (mostly when the arrest was made based on an APB/BOLO), simply suspect them by the script and continue your arrest procedures. Another similar circumstance is when a suspect requests an investigation in this case. With proper evidence (dashcam footage being the most basic), such investigations tend to end positively in our favour.

APB: An All-Points Bulletin, or APB, is a broadcast and transfer of information used to send details on confirmed suspects' descriptions, vehicles, names, and details, between other formal law enforcement agencies in San Andreas.

APBs may be broadcasted if you witnessed or have sufficient evidence for the arrest of a suspect who has not been apprehended. All-Points Bulletins will indicate that sufficient evidence has been gathered to arrest said individuals contained within the APB. If there isn't sufficient evidence to arrest an individual or the description is too vague to identify a suspect; a BOLO ('Be on the Lookout') for a possible suspect over the departmental radio would be the proper course of action. Under no circumstances should an APB be posted based on witness statements ALONE; LEO witness statements, confessions under miranda, dashcam/CCTV proof etcetera are REQUIRED.

Formatting an APB or a BOLO generally is formatted in the following way:  'Firstname Lastname / Image from dash camera or other source / Description which includes the suspects Identity Code (IC) and clothing in addition to body and facial description // Charges.'

Training sessions regarding suspect apprehension (+ probable cause vs. reasonable suspicion) will be scheduled very soon in order to enlighten new officers.

From now on, it is the burden of senior department members to try their best to guide new officers while ensuring departmental standards are to the highest level.
