Seeing as it's Windows 7, looks like missing drivers to me. This happened upon installation, yes? If it's a stationary PC, then the manufacturer should have provided you with a driver disk, use it to install all the drivers needed. If they didn't, well, you're shit outta luck, as you're gonna need to find out what components does your system use and go somewhere with an internet connection to download these drivers.

If you would have used Windows 10 (as you should as it's faster and safer), this wouldn't have happened. They install drivers upon installation.

Windows 10 works exactly the same way as Windows 8, 7, Vista etc in terms of drivers. You're lucky if it contains the correct drivers, otherwise you should always install them yourself.

That is incorrect. Windows 7 does not install drivers on its own. It does not have that function built in. Windows 8 and 10, however, have the network drivers installed by the default and then install the rest of the drivers during or after the installation. If you don't have the drivers disk or access to another computer with an internet connection with Windows 7, you're screwed.

I'm not going to argue with you about it, but I work in IT, it's what I do... and I'm telling you Windows XP, Vista and 7 also came with a set of drivers for many hardware devices over this period.

However, for the purposes of closure and to stop the 1v1... 

Julio is correct in his statement. A driver is an intermediary between an OS and a component; With the almost infinite combination of OS' and components, you are fortunate if it comes with the OS.
Given the way you portrayed your answer (a thinly veiled criticism for not installing W10) I feel obliged to point out that advising someone to install an expensive new OS based on a driver issue is...unwise.

For John, sounds like your cure is to find either an internet connection and download the network driver to a USB stick (if you are tech savvy) or go to a local computer shop and ask them to do it for you...it will be cheaper than buying W10.
