[Requested] Proper Law for parking vehicles

I request a small law for parking vehicles, because to many cops uses to many different methodes.


Parking law:


Chapter 0: Extra information
   0.1 In case of emercency: When a engine fails, when you had an accident, when there are clearly problems.
   0.2 Governemental vehicles: Cars, bikes, trucks, helicopters and other vehicles with siren and lights. Mostly marked with 'LSPD', 'LVPD' and 'SFPD' or marked with camouflage corlors.
   0.3 Parking: Is standing still for a long periode or permanent.
   0.4 Loading: Is standing still for a short periode, to load or unload people or goods.

Chapter 1: Planes and Helicopters
   1.1 A plane is a vehicle with wings and / or propellers. A Helicopter is as vehicle with big propellers on the roof.
        Both vehicles must be able to fly with an engine, means they have a motor inside the vehicle.
   1.2 A plane or helicopter can only land on airports. This airports can be private or public. Helicopters are also allowed to land on ANY heli path, private or public.
   1.3 In case of emercency the plane or helicopter may land on clear road, big roofs or fields. The pilot must have contacted the airport tower that is nearest by.
        If a plane or heli needs to land on public areas, the pilot needs to contact the governemental defence (this can be police and/or army).
   1.4 Exeptions: Governemental organisations (Police and Army). They can request a higher ranked to land on public areas.

Chapter 2: Boats
   2.1 A boat is a vehicle made for moving on water.
        The boat must have a motor inside or outside the vehicle, to move over the water.
   2.2 Boats can only been parked at docks. This can be private or public.
   2.3 In case of emercency boats can be droped in the sea. The nearest dock must be noted.
   2.4 Exeptions: Governemental organisations (Police and Army). They can drop the vehicle in open sea.
        All boats that needs a repair, may be on land for max 7days.

Chapter 3: Cars
   3.1 A car is a vehicle with 4 weels and an enigine inside. The car is made to drive on land. This vehicles doesn't drive on rails.
   3.2 Car can be parked in public areas, with 2 weels on the road, 2 weels on the sidewalk. If there are parking lots, the car must be droped between 2 parking lines.
        The car must be locked, and expensive stuff must be taken away.
        If one way line - park on the border driving on it with two right wheels
        If two way line - park on the right line as much closer to border but not on it.
   3.3 In case of emercency the driver must be near the car and must call a towtruck.
   3.4 Exeptions: Governemental organisations (Police and Army). They are allowed to park there car on streets, only when the sirens are on and in case of emercency. Quads will be seen as 'bike'
   
Chapter 4: Bikes   
   4.1 A bike is a vehicle with 2 weels, with or without a motor. This vehicle is made to drive on the ground.
   4.2 The bike can be placed everywhere in public areas, as long as it doesn't disturb the normal passing true.
   4.3 /
   4.4 Exeptions: A Quad (4 weels and motor, but no roof or doors) will be seen as bike.

Chapter 5: Rail vehicles   
   5.1 Rail vehicles are vehicles with an ingine inside. It drives on land and rails and has 4 or more wheels.
   5.2 Rail vehicles can only be stationed at depots.
   5.3 In case of emergency, the vehicle can be parked in the middle of the road.
   5.4 Exeptions: /

OOC: You got to count in major desync sometimes .. A car which is for me on the road, can be perfectly parked for someone else. But I believed that will be fixed in the next SAMP release?

I support this 100 percent, we need such wall enforced so people could stop parking their cars in the middle of the roads!

Agreed. Supported 100%.

As for desync, yes, within exception we'll have to be careful about it for awhile, but when the next SA:MP version is released this should hopefully be fixed.

For the desync issue, to a certain point we can obviously tell what is desync and what isn't. If the car is near a space, but is parked sideways and not parallel to the lines, it's a pretty obvious answer. If it's parked 10 miles away from the nearest space, in the middle of the highway blocking 3 lanes, you know what it means...

Just a very big issue...

Its all well and good having a law but you find a car with no-one in it, who gets charged...

1.3. Tower staff ??? Government defence ???
1.4. I see, so you suggest everytime a SAPD pilot wants to pickup a guy he must first get permission...

2.2. That would mean many of the actual boat spawns would be illegal.

3.2. 2 Wheels on road and 2 wheels on sidewalk... actaully that is illegal in many nations, the roads in SAMP are wide enough to cope with parked cars..

This suggustion looks like its been taken from rl as its includes stuff that has no relevance in SAMP or Argonath.. nice try but it needs LOADS of work from others if it ever get implemented, and although sounds good will mean much much more work.

So how do you police a law such as this, you coe across a car that is empty and no-one is around, and its in the middle of the road..
Who has broken the law, you see a guy nearby, he claims he didnt use it, but he is sussed for it anyway, turns out thats exactly where the cars default spawn is and you just sussed a complete innocent.

This law will NOT work in SAMP for many reasons, the biggest being is the owner canot be held reasponsible for where their vehicle is, and you have no-way of really knowing who last used a vehicle and parked it incorrectly..

1.3 will mean a new RP job perhaps, and governement defence thats the police,
so you can just contact any police to block it off

1.4 you got a point there, no need every time for a pilot, only on big places it should be like LSPD area

3.2 actually 2 wheels on road and 2 wheels on sidewalk is teached by the driving schools as the way you must park

but not knowing who did it is a good point, this can only be done when the driver is seen when exiting the car

Which driving schools (do you mean the two that are not really doing their 'job' that well? )

The RL reasoning behind not parking on pavements/sidewalks is that they are built for use by pedestrians, not for vehicles...
I see that as a valid reasoning in Argonath too ! we DO have pedestrians, just not as many as we have vehicles..

all driving schools of Argonath teach that you must park 2 wheels on sidewalk and 2 on road,
in case it is a 1 lane road, i teached for them both and they both teach it that way

This is going to get interesting, since I am not even aware of that requirement on parking, I like the 'incase its a one lane road'..
I am sure its obvious if it is...

It would seem the problem at this point is what is being taught may not match up with laws or guideance as it is..

Shoud be park only on pavement/sidewalk if there is insufficant space for cars to pass, thats pretty much the law in most western nations!  On many Argonath roads this means all wheels on road.

Hey CB, thx for you respons... I read it all, and yes I do understand your concern...



1) Governement defence: cops and army (RS4), just to Rp, not realy need, but could be nice.
    What do you mean with tower staff? No we don't have, but would be a new RP job... (If there is no staff... bullocs, no need to contact, simple...)
    You point the issue ONLY when there is an emergency... how many times this happens?

2) True... boats mostly respawn in open see... But when I don't guesse wrong, not in RS4? (new dock?)

3) Sidewalk problem... Half road, hald sidewalke, so BOTH (drivers and pedestriance) can pass...

4) bikes can be droped everywhere on the sidewalk, because they are not realy big... In 90% of the cases, you still can pass.. means 'Normal passing true'

5) Its not the OWNER who needs te be feed, but the DRIVER WHO JUST CAME OUT, who needs te be parked good. Just like speeding... or hiding drugs in a car...

Helicopters should be able to land at any "H" (helipad) marked spot (ie. DPD roof, SFPD helipad, mansion near mullholland, tallest building in LS), not just airports.

I suppose this idea should only be enforced mainly when the servers are very busy, as otherwise vehicles wrongly parked don't seem to be much of a problem.
