I want to serve VCPD to fight crimes and protect Fellow citizens of Vice city

I got a knowledge that how VCPD works and I am good in combat also.

Well my brother is criminal (Thomas_Anderson) and in 2016 I had some criminal ties.

The fact Tomasiro is affiliated with you in real life is a little unsettling, if you understand where I'm coming from.
As long as you don't share his idiot behavior, I'm fine with it. However, his affiliation to crime could become an obstacle of you getting any position that has even a slighest access to restricted information.

Well we dont bother in each others gameplay . He plays his own and I play mine.

I understand. However, Senior Officers and above see classified information that could cause damage to the law if leaked. You have to understand my paranoia seeing how a criminal would play using the same PC. Becoming an officer wouldn't be a problem. Progressing further, however, would.

Then again, the final decision is in VCPD's hands. I am just throwing in my five cents.

Edwin, don't get me wrong, I would get it straight accepted as you got enough knowledge with a fast-learning curve, as I hanged with you mostly. However, I'm still unsure about your brother tomasiro as you both share the same computer, and the private information inside the VCPD exclusive boards could be leaked easily.

Remember though that once you apply, you have to work under our regulations.

However, what bothers me the most is the fact you share the same computer with a criminal. How can you avoid such leaks? Can you get ahold of a separate computer for yourself somehow? How can you assure us classified information is kept safe?

In that case, close your VC:MP when you leave the computer and change your password to a stronger one, also apply this to forums.
