Introduction

This document's job is to outline all of the San Andreas Police Department regulations. Meaning all staff must adhere to these regulations while conducting their duties. It is dedicated to the concept that a professional organization must be operated within the rules of law and guided by clearly established rules and regulations.

The integrity of the San Andreas Police Department rests with the actions of its members. These regulations are to be followed by the officers working for the department for proper conduct during their respecting duties. This community’s perception of the San Andreas Police Department is based on the competence of our officers and staff. These rules will help to ensure that public trust is well placed.

These rules and regulations are adopted in the interest of discipline and efficient police service and are not intended to create higher standards than imposed by law. You can also refer to the San Andreas Police Department - MANUAL which outlines how an officer should present himself and links directly to these regulations. Since it is impossible to explain every situation that may happen or to explain a specific method of action in a scenario, all members are expected to exercise common sense and good judgment while doing police services.

In summary, these two documents are to be used as a guide to consistently do the right thing for the community, as long as it is safe, legal, and ethical. This is a living document, subject to change, and constantly evolving based on our servers needs.

While the San Andreas Police Department is a state body empowered to enforce the law, it is clearly not possible to succeed in this goal without the support of the public. It is therefore important for every performing police officer to represent the true image of the Department when exercising police duties. Integrity, impartiality, dedication and honour are all the core values of the San Andreas Police Department, and the guiding principles for every officer. Employees of the Department are to uphold these standards, both on and off duty, especially when interacting with fellow citizens. State, local agencies and their respective personnel should additionally be treated with the highest level of respect.

• Integrity: The culture of police integrity is essential in building mutual respect between the people and the Department. The San Andreas Police Department ensures that police officers operate within their legal authority, in an ethical manner consistent with the expectations of the public.
• Impartiality: Police officers of the San Andreas Police Department are apt to produce decisions based on objective criteria, rather than preferring the benefit of one person over another for discriminatory reasons.
• Dedication: Dedication is a must in every representative of the San Andreas Police Department, in a way that police officers display a commitment to serving the people at all times.
• Honor: Police officers must regard the chance to protect the community as a great privilege of recognition and take honour in their work.

GLOSSARY OF POLICE TERMS:

-- A:

• AKA - Abbreviation for 'Also Known As'.
• Aggravation - (offence; e.g. aggravated assault, aggravated battery): Any circumstance attending the commission of a crime which increases its guilt or enormity or adds to its injurious consequences, but which is above and beyond the essential constituents of the crime itself.
• Arrest - To take a person into custody, by authority of law, for the purpose of charging him/her with an offence.
• Arrest Warrant - A written order issued by a judge that directs a law enforcement officer to arrest a person and bring them to Minas Morgul to serve their court setence.
• Assault - An attempt or threat to inflict bodily injury upon another, along with the apparent ability to do so, which places the victim in fear of injury or bodily harm.
• Affirmative - Understood or yes.

-- B:

• Backup - Police officers assisting another officer or officers in the performance of their duties.
• Battery - Battery is causing bodily harm to a person by any means, or making physical contact with a person of an insulting or provocative nature.
• BOLO - “Be on the Lookout”; usually followed by a physical description of the subjects or persons of interest.

-- C:

• Citation or Ticket - A financial punishment given for traffic infractions or minor crimes that cannot reasonably result in imprisonment.
• Confession - A person’s admissions of enough facts to establish his or her guilt of a particular crime.
• Command Officers - Refers to every employee holding the ranks of Lieutenant or Captain.
• Conspiracy - Agreement with another, or others, to commit a crime, and an act by any party to the agreement in furtherance of the agreement.

• DUI - Abbreviation for 'Driving Under The Influence', driving while intoxicated with alcohol.

• Detective - A officer holding a rank under the SAPD's Police Detectives.

-- E:

• Evidence - Oral statements, documents, sound and video recordings, and objects admissible in court. To be admissible, evidence must be material (it must go to a substantial issue in the case) and relevant (it must go to the truth or falsity of a matter asserted).

-- F:

• Frisk - A limited protective search for concealed weapons and/or dangerous instruments. Usually, it occurs during a “stop” and consists of a pat down of the individual’s clothing to determine the presence of weapons or other dangerous objects. An officer may frisk a person on the basis of “reasonable suspicion” that the person is carrying a concealed weapon or dangerous instrument.
• Firearm - Refers to any weapon that fires projectile.

-- I:

• Infraction - Although not explained in the Constitution, an infraction is any crime that can be punished through citations.
• Insubordination - The act of willfully disobeying a direct order from a superior.
• Investigation or Interrogation - Refers to the process of acquiring information to condemn, or cancel a suspect's with/from his or her charge or charges. On a daily basis, an investigation refers to the act of processing a suspect's protest against his charges based on circumstances he or she believes made it unlawful.

• LEO - Abbreviation for 'Law Enforcement Officer', refers to any employee empowered with the enforcement of the criminal law.

-- M:

• Manual - Refers to the San Andreas Police Department Manual.
• Miranda Rights - The rights which a suspect is given during an interrogation.
• Murder - The unlawful killing of a person.

-- R:

• Radio - Refers to the portable and vehicle radio used to transmit over law enforcement and emergency frequencies.
• Read and Understood - A legal confirmation that an employee has acknowledged a certain document.

-- S:

• Supervisory Officers - Refers to any employee holding the ranks of Sergeant I and Sergeant II.
• Standard-issue weapon - Refers to the mandatory handgun in possession of all police officers.
• STAFF Officers - Refers to any employee holding the ranks of Chief of Police or Deputy Chief of Police.

APB - All-Points Bulletin.
ALS - Advanced Life Support.
ASAP - As Soon as Possible.
BLS - Basic Life Support.
BOLO - Be On The Look Out.
DUI - Driving Under The Influence.
EMS - Emergency Medical Services.
FTO - Field Training Officer.
FTP - Field Training Patrol.
FD - Fire Department.
GSW - Gun Shot Wound.
ILS - Intermediate Life Support.
LEO - Law Enforcement Officer.
MDC - Mobile Data Computer.
MVA - Motor Vehicle Accident.
PIT - Pursuit Intervention Technique.
Sitrep - Situation Report.

Duty Regulations

The following are general rules and regulations which describe an unlimited list of terms that must be followed by SAPD during the exercise of active duty within the department, regardless of what position they hold within the hierarchical structure of the organisation. It is noteworthy that any breach of these terms exposes the offender to disciplinary action, suspension, or permanent discharge from police duties.

• Every officer must respect his or her peers, subordinates and superiors, as well as the citizens of the United States of Argonath equally.
• Every officer must uphold the department's core values to the highest order, and must not abuse his authority or position.
• Every officer must salute his superiors if present unless the situation is inappropriate (officer in danger, etc.)
• Every officer must ensure the maintenance of their patrol vehicle, by repairing it when possible.
  
  • If not possible, notably due to financial reasons, the officer must return his or her vehicle to a police station and grab a replacement. The original must be respawned as well in the absence of the public.
• Every officer must not release confidential information to the public.
• Every officer must present his badge number when requested.
• Every officer must not misuse the service commands in his possession.
• Every officer must remain professional over the law enforcement radio, emergency radio and TeamSpeak frequencies.
• Every officer must respect the chain of command.
• Every officer must roleplay to the highest standards.
• Every officer must execute orders issued by his or her superior unless it is an unlawful order.
• Every officer must follow the Constitution of San Andreas.
• Every officer must provide help to those that need it.
• Every officer must comply with an Internal Affairs Division interview request if available.
• Every officer should attempt to partner up, as soon as he gets on duty.
• Every officer must prioritize peaceful ways to handle situations on the field.
• Every officer must not abuse the ticket system in-game, maximum to ticket remains 250$.
• Every officer must respect the rules of the community, be it on the forum, in-game or in any other Argonath service.
• Every officer must respect the members of the community.
• Every officer must not portray the San Andreas Police Department in a negative image to the others.
• Every officer must be a law abiding citizen while performing police duties.
• Every officer must role-play an MVA during a pursuit unless both parties involved agree not to.
• Every SAPD officer must not commit any crimes in or off duty regardless of severity.
• Only personnel holding the rank of Police Captain or higher may talk to the media on behalf of the Department.
• Department personnel must direct the media towards a Police Captain if asked any questions that relate to their duties.
• All suspects awaiting a court trial must be placed for holding in a PD cell. (Max of 180 seconds)
• All suspects adminited guilty can be jailed in the county jail for a maximum of ten minutes.
• All suspects adminited guilty for crimes against national security must be jailed for fifteen minutes in the county jail.
• If a suspect OOCly agrees, he may be jailed in the county jail for any crime.
• All suspects sentenced to federal prison in a court of law must be jailed at Argotraz.

Equipment Regulations

Every officer in the San Andreas Police Department is equipped with specialised equipment to help them carry out their duties in the day to day operations. These are to ensure that the department upholds to the standards previously mentioned. Each set of equipment brings its respective regulations which can be found below and must be followed by an officer in the department regardless of rank.

We must first, however, understand the current classifications of duties officers may carry out:

• Marked Duties (Uniformed)
• Unmarked Duties (Plain Clothed, Police Detectives)
• Light Tactical (Crime Supression Unit)
• Tactical Wear (Special Weapons & Tactics)

All police officers regardless of rank must adhere to the set regulations:

• An officer must only carry equip for the duty they are performing*.
• An officer must only use the appropriate vehicles to the duty they are performing.
• An officer must not use any in-appropriate clothing objects.
• An officer must always wear an SAPD uniform when on day to day duties.
  
  • Exception(s) on special occasions such as a ceremonies.
• An officer must always adhere to the Detective regulations when carrying out unmarked duties.
• An officer must always adhere to the Crime Supression Unit regulations when carrying out Light Tactical duties.
• An officer must always adhere to the Special Weapons & Tactics regulations when carrying out Tactical duties.
• Officers regardless of rank or position may not tamper with the body camera nor with the departmental vehicle's dashboard cameras. Doing so will result in an immidiate suspention/discharge.

* Exception are Special Weapons & Tactics operatives which may carry S.W.A.T. loadouts on any duty.

Communication Regulations

The Departmental Radio comes with it's own regulations. And officer must follow set guidelines when communicating to make it easier for other officers to understand. There are two frequencies used on the standard police radio, Police Radio and Emergency Radio often referred to as the Departmental Radio.

Radio transmissions over the law enforcement frequency are recommended to fit the format as follows:

Callsign: Content of the transmission, Code (if any)
For Example "2-FRANK, requesting additional units at Idlewood, possible brawl, code 2."

For emergency radio transmissions:
SAPD #(Badge number) - Content of the transmission
For Example "SAPD #100 to EMS, requesting a unit trauma unit to Idlewood, civilian with two GSWs at centre mass."

When possible you must prioritise the use of language over that of police codes. Police codes should never be used in the emergency radio. And should only be used in the police radio when you do not have time to type. When receiving over the emergency radio, officers must not respond unless specifically requested (by badge number, name, etc). In other cases, the highest ranking member on duty is the one to respond.

When you go on duty after you set the correct channel on your radio, you have to report start of watch as follows:
[Name/surname] #[Badge number], Start of Watch under [CALLSIGN] from [LOCATION], 10-8.
For example "Sam Jefferson #100, Start of Watch under 10-LINCOLN from LSPD Courtyard, 10-8."

When you go off duty you have to report end of watch as follows:
[Name/surname] #[Badge number], End of Watch, [CALLSIGN] disbanded.
For example "Sam Jefferson #100, End of Watch, 10-LINCOLN disbanded."

Any unit that announces an on-going pursuit (10-80) shall state that they are in "pursuit" and giving the location, followed by the description of the vehicle, number of occupants and it's current heading.  The lead pursuit unit shall give frequent updates on the pursuits location, any unit that has information regarding the pursuit shall transmit it over the radio.  Officers engaged in a pursuit should always call for back-up units, anyone that does respond should do so with a Code Three.  Once enough units have joined the pursuit (should have at max four-five!) others can discontinue the Code Three and return to normal operations.

An active duty unit is identified by a callsign in order to make its responsibilities clear and to increase field and situational awareness.

A callsign is composed of the unit name (ID) followed by the callsign for regular uniformed patrols that includes, LINCOLN, ADAM, MARY. If there are two units you should use (Driver ID)-CALLSIGN-(Passenger ID). This does not apply to callsigns which are non-uniformed, for example, DAVID and CHARLES can be used without any additional IDs. Other specialised units are assigned callsigns as they are deployed, for example, if there are no HOTEL units you use HOTEL-1 if there is one already you use HOTEL-2 and so on.

When using /carsign they can be shortened down, for example, "10-A-20". However, in /callsign they should be written in full.

Vehicle Regulations

The Department employs a wide range of vehicles used to assist its members in conducting their job. The vehicles like every other piece of equipment have their own regulations regarding their usage. These can be found below:

Marked:

• Motorbike uniform must be used while performing MARY duties.
• X-RAY units must maintain adhere to ATC protocols.
• Duty vehicles must never be re-coloured without authorization from Command Officers.

Unmarked:

• The vehicles shown above require HSU Qualification.
• HSU Vehicles can not be re-coloured without permission from a Command Officer.
• HSU Vehicles must ALWAYS be at 100 percent gas before they are respawned.
• Lieutenant+ may authorize a HSU patrol deployment that may last no more than 30 minutes.
• You can not DB from a HSU vehicle without authrization from a Command Officer or unless they open fire.
• Other unmarked vehicles must obey Detective guidelines.

Specialised:

• Division specialised vehicles must adhere to their division's guidelines.
• BMX can only be used by SAPD Police Officer III or higher.

Heavy Air:

• Heavy Air (HA) may only be deployed when a suspect is airborne or waterborne, by a Command officer or HA Qualified Personnel.
• Heavy Air (HA) may only be deployed on suspects on a boat or plane, if said suspects leave their boat/plane HA must take distance so it's no longer in radar contact. (Unless suspects are swimming next to their boat or crash onto sea)
• Heavy Air (HA) may not open fire on suspects on the ground unless they open fire at HA.

Weapon Regulations

The San Andreas Police Department entrusts its members with various tools, weapons in this case are categorized on the following categories:

• Less Than Lethal
• Lethal
• Military Grade

Less than lethal is used into forcing the suspect into a situation where he can be easily placed in custody, this may include but is not limited to imparting his senses for an easier time restraining him. Batons must never be aimed at the head of a suspect as they can quickly become lethal. The following weapons fall in the Less than Lethal category:

• Standard issue Police Baton.
• Standard issue Police Pepper Spray.
• Standard issue Police Taser.
• Standard issue Police Beanbag shotgun.

Lethal weaponry is used to bring down a suspect, which has failed to comply and is now a danger to himself and others. This must be used accordingly to the scale of force the same was Less than Lethal has to. Weapons in this category can inflict serious bodily damage. They include, but are not limited to:

• Standard Police Sidearm.
• Standard Police Shotgun.
• Standard Police Submachine gun.

Military Grade weaponry is used to bring down suspects which are using military grade weaponry themselves. Military grade weaponry can also be used when outnumbered and it is also used by S.W.A.T. Operatives when conducting DAVID duties as their standard weaponry.

• Any assault rifle.
• Any sniper rifle.
• Any automatic shotgun.
• Any modified weapons (eg sawnoff).
• Any explosive material.

Engagement Regulations

Engagement regulations are set in place so that there is a balance between police force and giving the suspects a chance to evade. Those regulations are as follows:

On foot, you may open fire when:

• He or she gets in a vehicle and you don't have a cruiser nearby.
• He or she gets in a vehicle faster than a PD cruiser.
• He or she aims a firearm at you, or others.
• He or she suddenly brandishes a firearm.
• He or she suddenly accelerates their vehicle towards you or another person.
• He or she begins to swim away from law enforcement, despite verbal warnings.
• He or she places a person's life in deadly risk with any form of weapon.

On a vehicle, you may open fire when:

• He or she is evading in a vehicle faster than a PD cruiser.
• He or she is drivebying you.
• You do not have enough time to exit the vehicle.
• Permission has been granted by a Command Officer.
• You are on DAVID duty.
• You may only take out the tires of the evading vehicle unless fired uppon, in that case the vehicle may be taken down.

You may use a taser when:

• He or she is evading on foot and fails to stop after several warnings.
• He or she is evading on a bike.
• He or she is not holding a weapon and all other less than lethal methods have failed.
• He or she is resisting arrest and does not comply after three warnings and all other less than lethal methods have failed.
• He or she is assaulting someone and does not stop after one warning and all other less than lethal methods have failed.
• A tazer was requested to be deployed by a Police Supervisor.
• Situations where the target must be obtained alive. (Eg. Warrant Executions)
